About this file
This is an Exhibit A agreement establishing the terms of collaboration between Mt. San Antonio College (Mt. SAC) in Los Angeles County, California, and contractors providing international student recruitment and agent services. Mt. SAC seeks vendors to promote the college's programs, disseminate accurate information about academic offerings, screen and recommend qualified F-1 visa students for admission, and provide orientation services to referred students. The vendor is granted a non-exclusive right to represent Mt. SAC solely for recruitment, information dissemination, and student preparation activities. Key responsibilities include conducting student recruitment and marketing as directed by Mt. SAC, evaluating prospective students regarding academic and financial ability, using only college-approved materials in promotional activities, and making no misrepresentations regarding admission, immigration status, or financial aid. The initial contract term is three academic years from the effective date, with options to extend for up to two additional one-year periods, not exceeding five years total. A non-mandatory pre-proposal meeting is scheduled for November 20, 2025, with a question submission deadline of November 26, 2025, and a proposal submission deadline of December 4, 2025.
Compensation is structured as referral fees or commissions paid for each F-1 status student referred who completes their first two semesters in good standing, defined as completing a minimum of twelve units and paying all tuition and fees by the end of the fourteenth week of the semester. Mt. SAC will pay flat fees per student for the first and second semesters, with specific fee amounts to be determined during the procurement process. The vendor must submit invoices during the semester of student registration prior to the final week, and Mt. SAC will process payments by the end of June for spring semester referrals and by the end of January for fall semester referrals. The vendor is expressly prohibited from accepting student payments on behalf of Mt. SAC and from making admission guarantees to prospective students, as Mt. SAC retains sole responsibility for all admission decisions. Mt. SAC reserves the right to request information on any additional fees charged by the vendor to students and to approve all advertising and promotional materials before use. The college maintains the right to terminate contracts without cause upon ten days' notice.
