Questions are due by March 30, 2026 at 5:00 p.m., and completed submissions must be delivered electronically through the OpenGov Procurement portal by April 9, 2026 at 2:00 p.m. The resulting three-year on-call agreements will cover projects with estimated consultant fees under $250,000, with evaluation based on office location (10 points), years of professional practice (10 points), staff qualifications (20 points), public-sector experience in California (20 points), references from the past five years (20 points), and hourly billing rates (pass/fail).
Compensation will be provided on a time and expenses basis at hourly rates established in each consultant's cost proposal, with rates including direct salary costs, employee benefits, overhead, and fee; rates must remain valid for the three-year contract term unless prevailing wage requirements change. No set-aside designations or restrictions on organizational types are identified in the solicitation, and no incumbent vendors or current contractors are specified. Funding sources may include the Sacramento Housing and Redevelopment Agency, American Rescue Plan Act of 2021, and Federal Highway Administration depending on individual project assignments. Deliverables encompass project management, coordination, design, preparation of drawings and specifications, cost estimates, studies, reports, quality assurance and quality control plans, monthly progress reports, design documents at multiple phases (50%, 95%, and 100%), construction administration support, and as-built record drawings utilizing Autodesk applications (AutoCAD, Civil 3D, and Revit) for CAD standards compliance and SpecLink Cloud format for specifications. The County reserves the right to award multiple contracts, reject any or all responses, and waive irregularities at its sole discretion, with no guaranteed work implied or promised to pre-qualified consultants and all contracts requiring County Board of Supervisors approval before becoming effective.
