3. RFO Framework Compliance (2026 Updates)

This market research and any resulting solicitation will incorporate the following overhauled FAR principles:

• FAR Part 40 (Supply Chain Security): In accordance with the new consolidated Part 40, respondents must certify that replacement components (e.g., bushings, coils, sensors) are not sourced from prohibited entities listed in the FASC (Federal Acquisition Security Council) dashboard.

• Sunset Clause (FAR 1.109): Be advised that any non-statutory performance requirements in the eventual contract will expire after four years unless proactive value is demonstrated, ensuring the government doesn't pay for obsolete "legacy" processes.

• Commercial Standards (FAR Part 12): We prioritize "Off-the-Shelf" industrial maintenance protocols. If your firm uses a proprietary AI-driven diagnostic tool common in the private sector, please highlight it.

4. Ability Submission Requirements

Please provide a concise (4-page max) response. In the spirit of the RFO, we value clarity over volume:

1. Technical Approach: Briefly describe your commercial "best practice" for 300KVA transformer repair and testing as indicated above.

Approval of Electrical Firm: Vendor is to provide a copy of proposed Electrician License and documentation that the company is certified to service high voltage systems as a part of the description submittal.

If an award is made, the Government intends on awarding to the responsible quoter on a Lowest Price Technically Acceptable basis. The Government plans to evaluate quotes and make award without conducting discussions. Quoters may be given the opportunity to clarify certain aspects of their quote or resolve minor or clerical errors.

Award will be made to the responsible quoter with the lowest total evaluated price, whose quote is acceptable for technical approach. The Government reserves the right to conduct discussions, if later determined by the Contracting Officer to be necessary.

2. Cyber-Physical Security: Confirm your ability to comply with FAR 40.303 regarding the safeguarding of any networked diagnostic data.

3. Past Performance: Provide two examples where you maintained similar industrial-grade hardware. (Per RFO 2026, CPARS ratings are weighted toward "Mission Impact" over administrative "Process Compliance").

4. Socio-Economic Status: State your small business category. Note that under the 2025 SBA Streamlining Act, your size status will be locked in for the duration of the contract to reduce administrative churn.

5. Response Instructions

• Due Date: March 30, 2026, by 2:00 PM EST.

• Format: One searchable PDF.

• Contact: W. Alan Wile, Contracting Officer – william.wile@dot.gov
