About this file
This document is a Sole Source Notice from the Defense Intelligence Agency (DIA) Virginia Contracting Activity for Lafayette Polygraph Equipment. The DIA has awarded a sole-source contract with a one-year base period and four one-year option periods for commercial supplies of Lafayette Polygraph Equipment. The justification is that Lafayette Polygraph equipment has the required functional capability and accuracy to determine the outcome of Sensitive Compartmented Information (SCI) polygraph exams for DIA employment, and procuring new machines that match the existing Lafayette inventory will reduce costs and delays associated with purchasing a new brand. The contract was awarded to an unknown vendor on September 13, 2024, under the authority of FAR Part 6.302-1 for only one responsible source. The notice includes the Solicitation Number HHM402-Sole-Source_Notice and primary and secondary points of contact.

Description
The Virginia Contracting Activity has awarded a sole-source contract with a period of performance inclusive of a one-year base and four one-year option periods for commercial supplies for Lafayette Polygraph Equipment based on the authority of FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement.
Lafayette Polygraph equipment has the functional capability and accuracy of recorded date that is extracted and compiled for the polygraph systems physiological indicators to accurately determine the outcome of a successful or unsuccessful Sensitive Compartmented Information
(SCI) polygraph exam for DIA employment. Procuring new machines that match our existing
Lafayette inventory will reduce costs and delays associated with purchase of a new brand of equipment and software, validating its compatibility with our networks, end-user training, etc.
According to Market research conducted there are no other polygraph instruments on the market that are compatible with DIAs current enterprise infrastructure. Unsuccessful award to Lafayette instruments would have led to unacceptable delays in fulfilling sustainability of the agency’s optimal readiness at all times.
