SOLE SOURCE JUSTIFICATION

MANDATORY TEMPLATE FOR FEDERAL PROCUREMENTS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD

No, however, we would like to write this for annual renewals in the future.

Yes. AcreValue is the only software that allows NASS to search for landowners by parcel, while providing acreage, land use for 5 years and land sales. AcreValue is the only type of product that is solely agricultural based.

6. Is this a new requirement or a follow-on to an expiring award?

7. Describe the requirement. Please note that the requirement is the minimum acceptable specification or capability, and is not necessarily the best in the industry. Please note whether any additional follow-on work is anticipated in response to the current proposed effort.

The National Agricultural Statistics Service is in need of a cloud product that will analyze data soils, climate, crop rotations, taxes, and interest rates to calculate value. This cloud product will need to show parcel ownership and acreage. NASS needs the ability to view crop history for past five years of crop rotation and to see agricultural land sales across the United States. The June Survey is a land based survey that is the the base survey that NASS does on an annual basis that is primarily a face to face survey. However, Covid -19 has caused NASS to look for alternatives since face to face is not an alternative. AcreValue will allow our personnel in the 12 regional field office to help determine operators of randomly selected land tracts across the U.S. The land sales data that is available from AcreValue with help NASS to save resources and respondent burden by using the information as an alternative data source for the land values survey.

Examples of acceptable justifications include but are not limited to: sole manufacturer and seller, adherence to warranty provisions, urgency, etc. If other vendors can provide similar products or services, describe why they cannot meet our particular requirement.

Other products have some of the information however there is not one product that has all the requirements in a cloud based format that NASS needs.
