STATEMENT OF WORK
FOR
SUSTAINING ENGINEERING SUPPORT
ON THE
SAMPLE ANALYSIS at MARS (SAM)
INSTRUMENT
BY
FOR THE
SAMPLE MANIPULATION SYSTEM (SMS)
1.0 INTRODUCTION
The Sample Acquisition at Mars (SAM) Suite Investigation will cast a wide analytical net to capture chemical indicators of the habitability of Mars. SAM will “Find the Carbon” by carefully examining the abundance, structure, and chemical state of carbon-bearing compounds, revealing their likely source and transformational processes. SAM will “Follow the Water” by analyzing key light elements as well as rock-forming elements and minerals that trace aqueous and geological processes. SAM will interrogate the isotopes, in organics, light elements, and noble gases, to explore atmospheric evolution and its relationship to past climate and changes in habitability.
The SAM Project is managed by NASA’s Goddard Space Flight Center (GSFC) for Dr.
Charles Malespin, the SAM Principal Investigator (PI) at GSFC. The GSFC SAM Project issued the original contract for the tasks contained in the Statement of Work (SOW) that encompassed the design, development, testing, integration, and initial operational support of the Sample Manipulation System (SMS). A follow-on contract was awarded in early 2015 to provide Sustaining Engineering support for the SAM/SMS during nominal operations of the payload, anomalous operations of the payload, and for special operations and end-of-life analysis during the MSL extended mission post-09/30/2014. Another 5-year Sustaining Engineering contract was awarded and became effective on August 1, 2020. This SOW describes the work that will be performed in a new Sustaining Engineering contract, the third Sustaining Engineering contract and the fourth contract overall as related to the SAM Instrument Suite.
2.0 SCOPE OF WORK
The purpose of this requirement is for Phase E operations Sustaining Engineering for the SAM Instrument Suite. The specific requirements are presented in the individual sections below.
The scope of work is based on Phase C/D/E support that has already been provided. During Phase C/D/E, the initial operations of the Sample Manipulation System (SMS) for the SAM Instrument Suite was developed, integrated, and supported
3.0 APPLICABLE DOCUMENTS
The requirements defined in this SOW take precedence over all applicable documents describing the operations of the SAM instrument. However, the contractor shall notify the GSFC Contracting Officer’s Representative (COR) and the Contracting Officer (CO) of any conflicts between applicable documents and this SOW in order to resolve the conflicts and revise documentation accordingly.
4.0 TASKS
The Contractor shall support the Sustaining Engineering and in situ operations of the SAM Sample Manipulation System (SMS) as described in this SOW. The contractor shall coordinate their efforts with SAM mission personnel, Civil Servants and Contractors supporting GSFC Code 699. The contractor shall perform all activities and produce all data, analyses, and plans per the tasks described in the following sections of this document.
4.1 TASK MANAGEMENT
4.1.1 The contractor shall provide input as necessary to the SAM operations schedule.
4.1.2 The contractor shall prepare and submit monthly billing information encompassing all tasks.
4.1.3 The contractor shall prepare and submit monthly reports summarizing work activity status and significant accomplishments.
4.1.4 The contractor shall use the SAM Configuration Management (CM) system
4.1.5 The contractor shall review, provide comments, and be compliant (where appropriate) to the
SAM System Safety Plan.
4.2 ENGINEERING SUPPORT AND ANALYSIS TASK
4.2.1 The contractor shall report on technical progress in weekly informal teleconferences with NASA.
4.2.1 The contractor shall support SAM programmatic and technical meetings and reviews.
4.2.2 The contractor shall support the continued implementation of the SAM Operations Concept.
This includes the avoidance and resolution of potential constraint violations with respect to SMS operations; monitoring of SMS command uploads; monitoring of telemetry and telemetry limit violations; and autonomous safing recovery.
4.2.3 The contractor shall perform engineering analysis of products and reports related to long-term subsystem behavior, data trends and telemetry signatures.
4.2.4 The contractor shall perform engineering analysis of data or other issues related to previous anomalies.
4.2.5 The contractor shall maintain ground-based engineering development modules, test equipment and all other hardware/software components required to perform diagnostic testing. The Testbed SMS is the only remaining ground based Engineering Module (EM).
4.2.6 The contractor shall submit periodic status reports related to the engineering support. Report formats may be, but are not limited to verbal, written, electronic or formal presentations to GSFC Code 699 staff.
4.2.7 The contractor shall provide Anomaly Resolution Support: In the event of a SMS anomaly, the contractor shall provide engineering support to assist in fault isolation, diagnosis, resolution and recovery from the event. The Government shall determine which events constitute a performance anomaly.
4.2.8 The contractor shall provide inputs to and present at the SAM Monthly Management Reviews (MMR) as required. These inputs shall be submitted in electronic format according to the defined format.
4.2.9 The contractor shall undertake domestic travel to GSFC, JPL, or other locations(s) as well as international travel as required to support SAM operations, meetings, reviews (such as MMR), and science conferences.
4.3 SMS SUPPLEMENTAL TASKS
4.3.1 The contractor shall implement options for work-around scenarios to control the SMS in the event of hardware failures on the elevator and carousel motors, sensors, or control loops.
Demonstration of work-around options shall be demonstrated on the Testbed EM unit.
4.3.2 The contractor shall provide Payload Uplink Lead(s) (PUL) and/or Payload Downlink Lead(s) for SAM as required during the operational stages of the Mission. Responsibilities shall include:
• Payload Uplink Lead (PUL) – The contractor shall create, validate, and deliver instrument sequences. The contractor shall assess the compatibility of payload commands with operational constraints and modify them as necessary. The contractor shall support and take direction from the Science Operations Working Group (SOWG) chair as necessary to ensure that modified activities are consistent with the SOWG’s original intent. In SOWG meetings, the contractor shall provide instrument advice and ask questions to understand MSL operations which may affect SAM/SMS.
• Payload Downlink Lead (PDL) – The contractor shall verify and monitor the payload health and status of all expected and received data products. The contractor shall report this information, along with status/recommendation for instrument-specific consumables to the SOWG. The contractor shall recommend instrument performance check/diagnostic activities to the SOWG for incorporation into the science plan. The contractor shall document the information, along with any assessments/recommendations to PULs/PDLs/SOWG in PDL report. The contractor shall ensure production of any products necessary for tactical decision making (e.g., quick-look data products, preliminary interpretations, and preliminary derived data products).
4.3.3 The contractor shall train engineering resources as requested by SAM operations to provide for rapid response coverage of surface operations, or anomaly resolution relating to the SMS.
4.3.4 The contractor shall increase Payload Uplink Lead (PUL) and Payload Downlink Lead tactical shift numbers/week as appropriate to provide increased support required for Mars Science Laboratory (MSL) operations as requested by SAM operations
5.0 Additional Information
5.1 Contractor anomaly resolution support shall include execution of “event-driven” tests on the ground-based EM.
5.2 Contractor anomaly resolution support shall include provision of status reports documenting the anomaly investigation and recommendations for corrective action. Report formats may be, but are not limited to, periodic, verbal, written, electronic or formal presentations to NASA/GSFC staff.
5.3 Contractor anomaly resolution support shall include provision or performance of specific procedures, as required, for the resolution of SMS anomalies.
5.4 Contractor anomaly resolution support shall include engineering support for verification of corrective action plans.
6.0 Period of Performance
The period of performance of this contract shall be twelve (12) months from the date of award with four (4) additional twelve (12) month option periods.
