About this file
This is a sole-source procurement document for IMPLAN subscription licenses issued to IMPLAN Group, LLC by the Department of the Interior (DOI).
The Bureau of Land Management (BLM) is coordinating a consolidated Department-wide procurement for renewal of 20 IMPLAN user licenses for the 12-month period October 1, 2026 through September 30, 2027. The acquisition includes two line items: CLIN 00010 requests 3 additional authorized users (5-pack) and CLIN 00020 requests 1 USA National Package 12-month renewal for 5 users. Pricing is on a firm fixed-price basis with a 12-month period. Responses must be submitted by 2:30 p.m. EST on August 10, 2026 via email to beverly_johnson@ios.doi.gov. BLM will fund and utilize six licenses internally while the remaining 14 licenses will be funded by participating DOI bureaus and offices through interagency agreements. The procurement qualifies for simplified acquisition procedures and is below the Simplified Acquisition Threshold. Delivery is to the BLM National Operations Center in Denver, Colorado.
The justification documents IMPLAN as the only available economic input-output modeling platform meeting DOI's technical requirements for methodological transparency, county-level geographic granularity, and consistency with historical analyses. IMPLAN Group, LLC is the exclusive developer, manufacturer, and sole distributor of the software and databases with no authorized agents or resellers. IMPLAN offers 528 economic sectors with county-level resolution, whereas comparable alternatives like REMI contain only 53 sectors and lack key features. BLM has used IMPLAN for over 15 years to support economic impact analyses required for NEPA compliance, Resource Management Plans, and regulatory obligations. The consolidation of requirements across multiple bureaus achieves significant cost savings compared to individual bureau-level procurements. Government points of contact include Contract Specialist Beverly Johnson, Contracting Officer Anthony Angelo, and Technical Point of Contact Jennifer Schein Dobb.

2. Delivery Order Scope
The Bureau of Land Management (BLM), National Operations Center (NOC), Branch of Technical Operations request the DOI Office of Acquisition/Property Management, Acquisitions Division (PAM) requests the National Operations Center (NOC), Branch of National Acquisitions, Division of Business Services, to contract on a limited or sole source basis for software (IMPLAN) that is produced by the Implan Group LLC.
Period of Performance: 10/01/2026 - 09/30/2027.
Statement of Work
DOI economists require economic input/output model and data for ongoing and required economic impact and contribution analyses. We reviewed other available I-O modeling platforms (RIMS II, REMI, and IO- Snap), none of which satisfy DOI’s requirements for methodological transparency, geographic granularity, and consistency with past estimates.
Requirement Model that meets this requirement
IO-Snap RIMS
II
REMI IMPLAN
Only IMPLAN provides SAM-based I-O modeling with county-level detail for all U.S. counties, built-in trade flow modeling, and embedded environmental satellite data. RIMS II lacks sub-state resolution and trade flows. REMI employs a dynamic CGE framework unsuitable for retrospective or fixed-point impact studies. IO-Snap is not a full I-O modeling platform and does not support induced effect modeling.
x Available but prohibitively expensive x
DOI economic impact methods utilize a wide range of economic sectors and require detailed, region specific information on value added and inter-regional trade flows.
x x
DOI requires data continuity. It has been documented that different economic impact model packages will generate significantly different results (e.g., Lynch, “Analyzing the Economic Impact of Transportation Projects using RIMS II, IMPLAN, and REMI,” 2000). Therefore, the use of other model will produce results that are inconsistent with those produced by the U.S. Geological Survey in the past and with the results incorporated by the DOI, the NPS, and the BLM in their annual economic reports (cited above).
x
The IMPLAN I/O model and data system is the only available model that enables economic impact analyses at the county level and meets required technical specifications. Market research indicates no other model can provide data that meets the technical requirements. Additionally, no other vendor can provide the data continuity described above. IMPLAN LLC is the only supplier of the IMPLAN model and data, there are no other vendors capable of meeting this need.
Technical justification summary:
• IMPLAN is the only model that meets DOI’s needs for static economic impact and contribution analysis.
• IMPLAN is the only vendor offering >500 industry sectors with county-level resolution and full MRIO capacity.
• Alternative models are either too aggregated (REMI), lack key features (RIMS II), or are not comprehensive (IO-Snap).
• IMPLAN’s established use by all DOI bureaus ensures continuity, auditability, and credibility

CONTRACT CLAUSES
DOI AAAP-0050 V3 - Notice to Contractors, Contractor Performance Assessment Reporting System (December 2015)
1) FAR 42.1502 directs all Federal agencies to collect past performance information on contracts.
The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
2) The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in CPARS for Government use in evaluating past performance as part of a source selection action.
3) We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.
4) When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.
5) Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.
a) Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.
b) Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.
c) All information provided should be reviewed for accuracy prior to submission.
d) If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.
e) Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in CPARS marked as “Pending” with or without comments and whether or not it has been closed.
f) If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."
6) The following guidelines apply concerning your use of the past performance evaluation:
a) Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.
b) Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
c) Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.
7) If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.
8) A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.

BUREAU OF LAND MANAGEMENT

BRAND NAME JUSTIFICATION AND APPROVAL
FOR ACQUISITIONS UNDER THE SIMPLIFIED ACQUISITION PROCEDURES
IMPLAN SUBSCRIPTION RENEWAL
This document sets forth the justification and approval required by 6.103-1.
1. Contracting agency and activity.
The Department of the Interior, Bureau of Land Management (BLM), Headquarters Office, National Operation Center, Colorado State Office, New Mexico State Office, Utah State Office, and Wyoming State Office, requests the Branch of Acquisitions, to contract on a sole source basis.
2. Nature and/or description of action being approved.
This Brand-Name justification supports the sole-source renewal of twenty (20) IMPLAN user licenses for a one-year period beginning on 09/30/2026. The Bureau of Land Management (BLM) is serving as the coordinating bureau for a consolidated Department of the Interior (DOI) purchase of IMPLAN licenses for FY 2027. Under this consolidated acquisition, BLM will fund and utilize six (6) user licenses for its own staff, while the remaining fourteen (14) user licenses will be funded by participating in DOI bureaus and offices through interagency agreements or other reimbursable funding mechanisms. BLM will manage the procurement on behalf of the participating organizations to establish a Department-wide licensing arrangement and realize the cost savings associated with consolidating requirements across multiple bureaus and offices.
The six licenses used by BLM will expire on 09/30/2026 if not renewed. IMPLAN is an industry-standard economic modeling software used by economists and analysts across DOI to analyze the economic impacts of land management decisions, resource extraction, recreation, conservation programs, and other policy actions. For BLM, these licenses support the preparation of regional economic impact analyses required for National Environmental Policy Act (NEPA) compliance, Resource Management Plans (RMPs), environmental reviews, and other statutory and regulatory obligations.
While the most recent license purchases were made separately by individual bureaus and offices, DOI has successfully used consolidated IMPLAN procurements in prior years. Those earlier Department-wide acquisitions demonstrated the administrative and cost efficiencies that can be achieved by aggregating requirements under a single procurement. Renewing the licenses through a consolidated purchase for FY 2027 will ensure uninterrupted access to IMPLAN for participating DOI organizations, support consistent economic analysis methodologies across the Department, reduce administrative burden, and provide a more cost-effective solution than separate bureau-level acquisitions.
Brand-Name Justification – BLM IMPLAN SUBSCRIPTION RENEWAL 2026
7. Other information.
BLM has previously purchased IMPLAN user licenses for BLM staff through Interagency Agreements with USGS and DOI Office of Policy Analysis who coordinated a larger purchase of licenses across the Department. By consolidating requirements and purchasing licenses collectively, DOI has been able to achieve significant cost savings compared to individual bureau procurements, while also promoting consistency in access to economic analysis tools and data across the Department. For FY 2026, BLM will assume responsibility for coordinating the consolidated IMPLAN license purchase on behalf of participating DOI bureaus and offices. This centralized approach will allow DOI organizations to continue realizing the cost efficiencies associated with bulk purchasing, reduce administrative burden through a single acquisition process, and ensure uninterrupted access to IMPLAN resources for users throughout the Department.
Only IMPLAN Group can issue or renew licenses, provide updates to regional economic data, and offer the required technical support. No other vendor is authorized to distribute or support the use of the IMPLAN platform. The closest commercially available input/output model comparable with IMPLAN is REMI though IMPLAN is the only model that meets the required technical specifications.
IMPLAN is an economic input-output model that generates estimates of economic impact at a static point in time, and it is commonly used in the regional science literature on economic impact analysis. REMI is a computable general equilibrium model that allows for generating forecasts, which does not meet DOI needs particular to this contract.
The IMPLAN model contains 528 economic sectors, whereas the REMI model contains only 53 sectors. BLM activities may impact a diverse group of economic entities in an economic contribution/impact analysis. A large set of industry sectors generally allows for more specificity in input-output modeling, resulting in a more unambiguous characterization of the sectors.
The two models also produce different impacts. IMPLAN generates economic impacts in terms of
(i) output, (ii) income, (iii) value added, (iv) jobs supported, among others, all of which are used by DOI economic analyses. REMI generates economic impacts in terms of (i) output, (ii) labor and capital demand, (iii) population and labor supply, (iv) wages and prices, and (v) market shares. They are fundamentally different models, and BLM’s needs are aligned with the impacts and results generated by the IMPLAN model.
Economic literature has shown that systematic comparisons between the IMPLAN and REMI models have yielded very different results. Switching to the REMI model would be disruptive to the preparation of BLM’s Economic Contributions Reports and other analyses.
Ease of Use - While both IMPLAN and REMI are respected economic modeling tools, IMPLAN is generally more user-friendly and allows users to define custom geographic regions on demand, such as counties, multi-county areas, or other user-specified boundaries. In contrast, REMI models are pre-built for specific geographies and must be custom-configured in advance by REMI staff for a cost, which limits flexibility and responsiveness. REMI's models might require more technical expertise and additional resources to train staff and obtain numerous models so BLM users can conduct analyses at different geographic scales.
BLM has been using the IMPLAN model to estimate economic impacts of BLM’s activities for more than 15 years. Switching to any new model would not allow for comparisons across time given the differences between the type of results produced by both software.
