About this file
This statement of work outlines a requirement for the National Telecommunications and Information Administration to procure two Starlink SpaceX Mobile Priority 50Gb/month data plans to support evaluation activities at the FirstNet Boulder Laboratory. The data plans will provide satellite internet access for mini-CRDs to enable testing and demonstrations of public safety technologies like Quality of Service prioritization. The base period of performance is from August 30, 2023 to August 29, 2024, with the agency holding four one-year option periods. Deliverables will be inspected within seven days of receipt and the technical point of contact is Vihang Jani. This justification cites 41 USC 3304(a)(1) for limiting competition to only Starlink SpaceX, as the mini-CRDs require their specific terminals and data plans to function.

Statement of Work Starlink SpaceX Data plan for miniCRD™ for FirstNet® System
PR # AA-NTI-SE-O-23-02174
I. BACKGROUND:
The Middle-Class Tax Relief Act of 2012 established the First Responder Network Authority (FirstNet) and charged it with the responsibility to ensure the building, deployment, and operation of a nationwide public safety broadband network (NPSBN) designed to meet the information and communications technology needs of first responders and public safety users. FirstNet is an independent authority within the National Telecommunications and Information Administration (NTIA) under the Department of Commerce.
This Statement of Work will support the FirstNet Network Technology Office (NTO) Boulder FirstNet Lab team by providing a FirstNet product that allows First Responder Network Authority personnel to experience firsthand the mini-CRD product which is utilized by public safety users.
The Enterprise Strategy Division has set the operational goals of the Boulder FirstNet Lab as follows:
• Goal 1: Execute the FirstNet Boulder Lab activities in alignment with the annual plan to meet the organizational priorities and deliver timely results as required by other FirstNet Authority internal programs.
• Goal 2: Configure and update the FirstNet Boulder Lab based on the annual plan to ensure a controlled lab environment is capable of testing, demonstrating, and assessing end-to-end user experience of technologies.
Goal 2 requires procurement of the latest NPSBN product offerings and services to demonstrate and assess end-to-end user experience of technologies. The acquisition of a Starlink SpaceX data plan for min-CRD would enable Boulder FirstNet Lab Team personnel to assess service offerings for the NPSBN in a controlled environment, as well as to be able to use it for evaluation and demonstration of specific use case-based experiences such QPP (Quality of Service, Priority, and Preemption).
II. SCOPE AND OBJECTIVES:
The mini-CRD procurement PR # AA-NTI-SE-O-23-01764 requires a Starlink SpaceX satellite data plan that is described in this statement of work provides an independent lab basis for the Boulder FirstNet Lab team to utilize several of their engineering activities which are critical for end use case assessment of public safety related mission critical features available on NPSBN. Starlink SpaceX data plan procurement will allow the Boulder FirstNet Lab team to have full access to fully experience the end user capabilities provided by mini-CRD. It will also allow for extensive demonstrations of the mini-CRD experiences to public safety stakeholders and other FirstNet staff.
Mini-CRD is solely developed by AT&T and Rescue42 for use on NPSBN by Public Safety personnel. This deployable operates in harmony with NPSBN network and Band-14 radio frequency that is coordinated by AT&T radio network planning to avoid band-14 frequency interference.

JUSTIFICATION:
In support of the NPSBN, the FirstNet Authority requires a Starlink_SpaceX data plan for mini-CRD (Compact Rapid Deployable) system. This mini-CRD is for a coverage period of August 30, 2023 to August 29, 2024.
FirstNet Authority requires access to a range of subscriptions of the FirstNet service and access to a select set of FirstNet approved devices to support demonstrations and evaluation activities within the FirstNet Technology and Innovation organization. It is very important for the FirstNet Authority technical team to have access to the same services and devices which FirstNet customers are using within their public safety operations.
The key items included within this FY2023 request is Starlink_SpaceX data plan for mini-CRD. Customer-Owned AT&T FirstNet deployable cell tower. It should generate an area of FirstNet Cellular and Wi-Fi Internet coverage, anywhere, anytime. Very own Cell-On-Wheels (COW) can be deployed .
FirstNet procured a AT&T-FirstNet experience account. No other vendor can provide mini-CRD (Compact Rapid Deployable). AT&T and Rescue42 is the manufacturer of this product and is the only vendor that can provide mini-CRD. This mini-CRD comes with Starlink_SpaceX terminal that requires monthly data plan.
