The Government seeks a subscription-based Software as a Service (SaaS) platform for seven (7) users to support SelectUSA, a federal initiative within the International Trade Administration that attracts and retains foreign direct investment in the United States. Quotations are valid for 120 calendar days from submission. The Government will award to the responsible offeror offering the lowest priced technically acceptable quotation.

Required capabilities include the ability to create custom geographic regions and industry/occupation groups; provide employment, unemployment, underemployment, and labor force data; deliver historical data and forecasts; supply wage and compensation information; analyze skills gaps and labor shortages; conduct supply chain and industry cluster analysis; perform regional economic impact analysis and scenario-based "what-if" analysis; compare multiple geographic areas simultaneously; generate maps, charts, dashboards, and exportable reports; support multiple users with role-based access; and provide training, onboarding, and ongoing technical support. All required capabilities must be fully operational and available at the time of award, not dependent on future development or optional paid modules. The base period runs from May 26, 2026, through May 25, 2027, with three optional one-year renewal periods extending the total performance period to 48 months. Offerors must provide pricing that reflects current open-market pricing, including any applicable Government discounts or volume pricing, with fixed pricing for both the base and option periods clearly identified.

The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

1.0 Call Order Overview

This requirement is for a license order for seven (7) users. The Government will not exercise any supervision or control over the call order service providers performing the products or services herein.

Background

SelectUSA is the first U.S. Government-wide initiative to attract and retain foreign direct investment (FDI) in the United States. SelectUSA works actively to attract quality investment projects into the United States while taking steps at the federal level to ensure the United States is the premier investment destination in the world. It does this by assisting two client classifications: international investors and U.S. Economic Development Organizations (EDOs).

SelectUSA promotes and supports FDI in the United States, contributing to U.S. job creation, innovation, and competitiveness. SelectUSA is a program within the Global Markets (GM), International Trade Administration (ITA)of the U.S. Department of Commerce (DOC).

2.1 Objective and Requirement

The Government requires a subscription-based Software as a Service platform that provides data and analytics on industry, occupation, and demographic characteristics and trends at granular geographic levels. Utilizing a combination of public data and algorithms, the platform shall allow users to customize data by building custom regions and custom industry and occupation groups, as well as test economic events or alternative economic forecasts. The software is dynamic and interactive, with exportable reports, raw data, and customized charts, tables, and visualizations.

For SelectUSA’s purposes, the platform shall:

1. The platform shall consolidate data from multiple sources to support efficient and granular research and data analysis.

2. The platform shall allow users to query and compare data across multiple geographic regions, including regions as large as every county in the United States, if needed.

3. The platform shall provide additional workforce, labor market, supply chain, and economic data not currently available through existing Government resources, including, but not limited to, supply chain analysis, employment turnover, underemployment, industry productivity, military transition data, and occupation and skills gap analysis.

4. The platform shall provide advanced analytics capabilities that support SelectUSA’s client services, research activities, benchmarking efforts, and economic development initiatives.

Ultimately, a subscription to the platform will improve SelectUSA’s ability to gather detailed, granular data in addition to broad, high-level economic and workforce analytics.

The platform shall provide analytics tools including economic impact analysis and scenario-based analysis. Scenario-based analysis shall allow users to evaluate the potential employment and monetary impacts of business expansion, contraction, relocation, investment, or workforce changes within a region. Economic impact analysis shall allow users to evaluate direct, indirect, and induced employment and monetary impacts of investments or economic events in a region. Such analytics should incorporate regional industry composition, supply chain capacity, and economic diversity, and should provide results by industry or sub-industry, where applicable.

The platform shall allow users to query, combine, export, and visualize data across multiple regions and datasets. Users shall be able to create custom datasets for download and generate exportable reports, charts, tables, and visualizations.

3.0 Place of Performance

N/A - subscription/license service.

4.0 Period of Performance

A 12-month base period of performance from date of call order with three, 12-month option periods. The total period of performance with all options exercised is 48 months.

Base Period: May 26, 2026 – May 25, 2027

Option Period I: May 26, 2027 – May 25, 2028

Option Period II: May 26, 2028 – May 25, 2029

Option Period III: May 26, 2029 – May 25, 2030

Questions and Answers

1. Can the Government provide the specific salient physical, functional, and performance characteristics that an “equal” product must meet to be considered technically acceptable under FAR 52.211-6?

The Government considers an “equal” product acceptable only if it provides substantially the same core physical, functional, and performance characteristics as the named product, including equivalent labor market, workforce, demographic, industry, occupation, supply chain, and economic impact analytics capabilities. Offerors should clearly identify how their proposed solution meets or exceeds each required feature, dataset, and analytical capability described in the Statement of Work.

2. Must an “equal” solution provide all datasets, analytics, and capabilities described in the Statement of Work, or is partial equivalency acceptable?

An “equal” solution must provide all material datasets, analytics, and capabilities described in the Statement of Work. Partial equivalency is not acceptable if it prevents the Government from achieving the intended research, investment promotion, benchmarking, economic impact, workforce, or regional analysis objectives.

3. Will technical acceptability be evaluated on a strict pass/fail basis for each requirement, or on an overall/holistic basis?

Technical acceptability will be evaluated on an overall basis, but offerors must demonstrate compliance with all material requirements. Failure to meet one or more critical requirements may render a quotation technically unacceptable.

4. If pass/fail, will failure to meet any single requirement render a quotation technically unacceptable?

If a quotation fails to meet a material requirement or required capability identified in the Statement of Work, the quotation may be determined technically unacceptable.

5. How will the Government validate compliance with technical requirements?

The Government may validate compliance with technical requirements through review of technical narratives, demonstrations, screenshots, sample reports, sample outputs, references, and/or product literature submitted by the offeror.

6. Are all capabilities described in the Statement of Work considered mandatory requirements for technical acceptability?

Yes. All capabilities described in the Statement of Work are considered mandatory for technical acceptability because they support SelectUSA’s research, benchmarking, and investment promotion mission.

7. Must these capabilities be native to the platform at time of award, or can they be delivered via add-ons or future development?

Required capabilities should be fully available and operational at the time of quotation submission and award. Capabilities dependent on future development, roadmap items, or optional future enhancements may not be considered sufficient to meet the Government’s requirements.

8. Will solutions that require additional paid modules or upgrades to meet the Statement of Work requirements be considered technically acceptable?

Solutions requiring additional paid modules, upgrades, or separate purchases to satisfy the stated requirements may be considered technically unacceptable unless those modules and associated pricing are included in the offeror’s quotation and available at time of award.

9. Are training, onboarding, and ongoing support required components of the base subscription?

Yes. Training, onboarding, and ongoing support are considered components of the base subscription because the Government requires the ability to effectively use the platform during the period of performance.

10. Should pricing for option years be fixed at time of quote, or may offerors include standard commercial price escalations?

Pricing for option years should be fixed at the time of quotation. Offerors may explain the basis for any option-year escalation, but pricing should be clearly identified for the base period and each option period.

11. Should pricing reflect current commercial/open-market pricing, or is the Government expecting discounted or volume-based pricing?

Pricing should reflect the offeror’s best commercial or open-market pricing available to the Government, including any applicable volume discounts, Government discounts, or subscription-based pricing advantages.

12. Is API access or programmatic data delivery within the scope of this requirement?

API access or programmatic data delivery is not required unless specifically proposed by the offeror as part of its solution. However, the Government may consider API capabilities advantageous if included without additional cost.

13. If not required, may offerors include optional pricing for API access or expanded data services?

Yes. Offerors may provide optional pricing for API access, expanded data services, custom datasets, consulting support, or other enhanced capabilities for the Government’s consideration, but such optional services will not be evaluated as mandatory requirements unless specifically incorporated into the RFQ.

14. Can the Government confirm that all listed capabilities, datasets, and analytics described in the Statement of Work are required for technical acceptability?

Yes. The Government confirms that all listed capabilities, datasets, and analytics described in the Statement of Work are required for technical acceptability. Omission of a material capability may render a quotation technically unacceptable.

15. Can the Government confirm whether the resulting award will be governed solely by the RFQ terms and incorporated FAR clauses, or whether offerors may include supplemental commercial license terms?

The resulting award will be governed by the RFQ terms and conditions, incorporated FAR clauses, and any mutually agreed-upon commercial license terms that are not inconsistent with Federal law, regulation, or the Government’s rights under the contract.

16. If supplemental terms are permitted, what is the preferred method?

If supplemental commercial terms are proposed, the Government prefers they be provided as a separate attachment, addendum, or license agreement for review. The Government reserves the right to reject any terms that conflict with Federal law, appropriations law, data rights, privacy requirements, or mandatory FAR provisions.

17. Are there any specific restrictions or required modifications the Government applies to vendor-provided SaaS license terms?

The Government may require removal or modification of vendor-provided SaaS license terms that are inconsistent with Federal procurement requirements, including limitations on liability, automatic renewals, indemnification provisions, governing law clauses, venue clauses, click-through agreements, data ownership restrictions, unilateral changes to terms of service, or restrictions on Government data rights.
