This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6 and 13.106 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION WILL
NOT BE ISSUED. This combined solicitation is being issued as a Request for Quote (RFQ).
The solicitation number for this acquisition is 75F40125Q00050 for FDA Project CVM-2025- 126301.
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-01, November 12, 2024.
The associated NAICS for this solicitation is 541330 – Engineering Services. The business size standard is $25.5M. This requirement is being solicited as 100% total small business set-aside.
Prospective offerors are responsible for downloading the solicitation and any amendments from SAM.gov.
The Government anticipates awarding a firm fixed price purchase order. Therefore, Quoters are highly encouraged to offer their best technical responses and pricing quotes in their initial submission.
The U.S. Food and Drug Administration’s Center for Veterinary Medicine requires an engineering evaluation of its biological safety cabinets (BSCs) which are not meeting certification or will be replaced due to age, with an emphasis on the associated HVAC and control systems which serve the units. The main goal of the assessment is to provide data that will determine the specifications, and any requirement limitations, such as exhaust airflows and static duct pressures, that FDA can then use to select appropriate replacement BSCs (follow-on action to be procured and installed via a separate order in the future).
1. Mandatory Site Visit: All Quoters must attend at no cost to the Government, a Site Survey:
When: Tuesday, December 17, 2024, from 10:00am to 12:00pm ET.
Where: US Food and Drug, Muirkirk Research Complex in Laurel, Maryland.
Firms are to arrive no later than 9:30am ET. The Quoter must electronically provide to the Contracting Officer (CO), Sheneil Green at Sheneil.Green@fda.hhs.gov no later than 9:00am, December 16, 2024, the below information. All attendees must have a valid Government issued ID:
• Full name and telephone number of individual attendees
• Company Name, address, and telephone number.
The CO will provide the specific site visit location and point of contact information via confirmation email.
2. Question Deadline: Thursday, December 19, 2024, at 12:00pm ET. Questions related to this procurement shall be submitted via email to CO at sheneil.green@fda.hhs.gov. No phone calls will be accepted. Questions received after the deadline will not be considered.
Responses will be posted to SAM.gov.
3. Quotation Deadline: The deadline for receipt of quotations in response to this requirement is Tuesday, December 24, 2024, at 12:00pm ET. Quote submissions are to be submitted to the CO using subject line “75F40125Q00050 – CVM Evaluation of Biological Safety Cabinets”. Quoters shall not submit electronic documents using Microsoft Office Suite products that contain the use of “macros”.
4. ADDENDUM TO FAR 52.212-1, INSTRUCTIONS TO OFFERORS –
COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES
(a) Quoter shall submit a signed SF 1449 signature page of the solicitation, along with signed SF-30 solicitation amendment acknowledgements, as applicable.
(b) Quoter shall review and complete all required and applicable FAR 52.212-3, Offeror Representations and Certification, and FAR 52.204-24, Representation Regarding Certain telecommunications and Video Surveillance Services or Equipment.
(c) Quoters shall also include the following, as shown below.
Volume 1: Technical. The Technical Volume shall include Technical and Prior Relevant Experience responses which clearly demonstrates recent (within 5 years), relevant work with projects similar to this solicitation. Refer to the Addendum to FAR 52.212-3 Evaluation – Commercial Products and Commercial Services for specifics.
Volume 2: Price. Quoter shall submit a firm-fixed price offer, including Attachment A- Price Support which details an itemized list of labor and other direct costs to satisfactorily complete the work; no charges presented after award will not be considered/accepted.
The Government is not responsible for locating or securing any information, which is not adequately identified in the quotation. Failure to submit a complete quote may result in a non-responsive determination.
(d) To be considered for award an Offeror shall be registered and active in SAM (www.sam.gov) by the date and time set forth for receipt of quotes.
(e) The Period for Acceptance of Quotes: The Quoter agrees to hold the prices in its quote firm until January 31, 2025.
(f) Quoters shall not submit electronic documents using Microsoft Office suite products that contain the use of “macros”. If the Quoter submits documents that contain macros the Government will not be able to view or open such documents and the submission will be considered non-responsive to the solicitation. No additional time will be given to a Quoter to correct the document submission and the Government will not inform the Quoter that their submission is non-responsive prior to award. It is the Quoter’s responsibility to ensure all electronic documents are submitted without the use of macros.
(g) The solicitation does not commit the Government to pay any cost for the preparation and submission of an offer. It is also advised that the Contracting Officer (CO) is the only individual who can legally commit and obligate the Government to the expenditure of public funds in connection with the proposed procurement.
Engineering Evaluation of Laboratory Biological Safety Cabinets (BSCs) FDA Center for Veterinary Medicine, Office of Applied Science (OAS)

1.0 INTRODUCTION
1.1 Background
The Center for Veterinary Medicine (CVM), Office of Applied Science (OAS), operates a large, multi-disciplinary laboratory facility on the FDA Muirkirk Road Complex, where it conducts applied research to fulfill its mission of protecting human and animal health.
OAS utilizes biological safety cabinets (BSCs) in many of its research laboratories. BSCs are enclosed ventilated workspaces that are designed to protect the worker, the product, and the environment from biohazards and some chemical hazards. Third-party, independent, testing and certification of the BSCs is performed annually under CVM’s safety program to ensure the BSCs are working properly. Multiple OAS BSCs are currently unusable due to failing airflow tests and/or the unavailability of parts needed for repairs. Due to the age of the BSCs, OAS intends to replace the units with new models that are compatible with the existing laboratory HVAC systems.
1.2 Objectives
The objective of this requirement is to perform and obtain an engineering assessment on the OAS BSCs which are not meeting certification or will be replaced due to age, with an emphasis on the associated HVAC and control systems which serve the units. The main goal of the assessment is to provide data that will determine the specifications, and any requirement limitations, such as exhaust airflows and static duct pressures, that OAS can then use to select appropriate replacement BSCs (follow-on action to be procured and installed via a separate action in the future). The specific BSCs to be included in the assessment are listed in below in Table 1.0.

2.0 TASK REQUIREMENT
The Contractor is to provide mechanical and electrical engineering analysis services on
(6) ducted biological safety cabinets (BSCs) in the laboratories of CVM/OAS (see Table
1.0 for list of units). The assessment shall include examination of the existing BSCs, a review of the causes for why units are failing certification, conditions of the HVAC and control systems serving the BSCs to help determine potential replacement options, and a rough order-of-magnitude cost estimate for replacements, including installation cost.
Specifically, the contractor shall perform at minimum, but not limited to the following activities:
1. Airflow measurements of each of the Table 1.0 referenced BSCs and their associated HVAC/ exhaust ductwork to include:
a. Airflow measurements through the BSC.
b. Inlet and outlet airflows and static pressures at each exhaust fan serving the
BSCs.
c. Inlet static pressures of each air terminal valve in the BSCs’ associated exhaust ductwork.
d. Airflow measurements for each supply air device in the laboratories which house the BSCs.
e. Differential pressure measurements across the laboratory doors to verify negative pressurization in the lab.
2. A review of the building automation system (BAS) controlling the exhaust systems serving the BSCs, to include verification of correct sequences of operation.
3. Production of a report which summarizes the assessment and includes findings and recommendations. The development of the report shall be structured as follows:
a. A pre-final report, which will be submitted for review and comment by FDA
(FDA’s comment period shall be a minimum of 14 working days).
b. A final report.
c. The final report shall include a rough order of magnitude cost for new, compatible, replacement BSC’s, including cost for installation.
5. A kickoff meeting on site.
6. Up to 4 virtual meetings, if needed.

The content requirements, to include format for deliverables identified above and the due dates without a specific date will be mutually agreed upon by the COR and the Contractor after award and in accordance with documents provided to the Contractor by the COR/Government.
Deliverables specified to be in electronic form may be delivered via email in accordance with IT security requirements noted herein. All deliverables, including the electronic copy, which shall be written in an FDA approved and supported format shall be delivered to the designated COR.
4.0 PERIOD OF PERFORMANCE
The period of performance shall be no later than 90 days from award.
5.0 PLACE OF PERFORMANCE
Execution of this PWS involves working closely with CVM staff engaged in laboratory research located on the Muirkirk Road Campus (MRC) in Laurel, MD. Unless otherwise specified, all meetings between the Contractor and CVM staff will be held at CVM’s MRC MOD2 building, located at 8401 Muirkirk Road, Laurel, Maryland 20708, or other locations, or virtually, as agreed upon by CVM and the Contractor.
For contractor personnel providing support on FDA worksites, normal workdays are Monday through Friday, except US Federal Holidays. Daily operations span eight (8) hours per day, 40 hours per week, 80 hours per two-week pay period. In the case of inclement weather and Government closures and delays, the Contractor staff shall be responsible for checking the operating status of the Federal Government in the cases of inclement weather via the Office of Personnel Management (OPM) operating status website.
6.0 GOVERNMENT FURNISHED INFORMATION
1. Mechanical drawings, and supervised access to the building automation system (Tridium) will be provided to the contract awardee.
2. Most recent certification reports for the referenced BSC’s.
7.0 SECURITY
The Contractor shall ensure individuals provided to perform these tasks will not have an adverse effect on the efficiency, effectiveness, and integrity of the FDA, and will uphold the scope of work as well as CVM site-specific security procedures. Individuals must possess and present a valid Government issued identification to enter the site/facility. No smoking or use if tobacco products is permitted on FDA property.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

HHSAR 352.232-71 ELECTRONIC SUBMISSION OF PAYMENT REQUESTS
(a) Definitions. As used in this clause- Payment request means a bill, voucher, invoice, or request for contract financing payment with associated supporting documentation. The payment request must comply with the requirements identified in FAR 32.905(b), "Content of Invoices" and the applicable Payment clause included in this contract.
(b) Except as provided in paragraph (c) of this clause, the Contractor shall submit payment requests electronically using the Department of Treasury Invoice Processing Platform (IPP) or successor system. Information regarding IPP, including IPP Customer Support contact information, is available at www.ipp.gov or any successor site.

(c) The Contractor may submit payment requests using other than IPP only when the Contracting Officer authorizes alternate procedures in writing in accordance with HHS procedures.
(d) If alternate payment procedures are authorized, the Contractor shall include a copy of the Contracting Officer's written authorization with each payment request.
FDA ELECTRONIC INVOICING AND PAYMENT REQUIREMENTS - INVOICE
PROCESSING PLATFORM (IPP) (JAN 2022)
a. All Invoice submissions for goods and or services must be made electronically through the U.S. Department of Treasury's Invoice Processing Platform System (IPP). http://www.ipp.gov/vendors/index.htm
b. Invoice Submission for Payment means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in FAR 32.905(b), "Content of Invoices" and the applicable Payment clause included in this contract, or the clause 52.212-4 Contract Terms and Conditions

1. The Agency will enroll the Contractors new to IPP. The Contractor must follow the IPP registration email instructions for enrollment to register the Collector Account for submitting invoice requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive Registration email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 - 5 business days of the contract award for new contracts or date of modification for existing contracts.
2. Registration emails are sent via email from ipp.noreply@mail.eroc.twai.gov.
Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email to IPPCustomerSupport@fiscal.treasury.gov or phone (866) 973- 3131.
3. The Contractor POC will receive two emails from IPP Customer Support, the first email contains the initial administrative IPP User ID. The second email, sent within 24 hours of receipt of the first email, contains a temporary password. You must log in with the temporary password within 30 days.
4. If your company is already registered to use IPP, you will not be required to re-register.
5. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment as authorized by HHSAR 332.7002, a written request must be submitted to the Contracting Officer to explain the circumstances that require the authorization of alternate payment procedures.
d. Invoices that include time and materials or labor hours Line Items must include supporting documentation to (1) substantiate the number of labor hours invoiced for each labor category, and
(2) substantiate material costs incurred (when applicable).
e. Invoices that include cost-reimbursement Line Items must be submitted in a format showing expenditures for that month, as well as contract cumulative amounts. 1. Direct Labor - include all persons, listing the person's name, title, number of hours worked, hourly rate, the total cost per person and a total amount for this category;
2. Indirect Costs (i.e., Fringe Benefits, Overhead, General and Administrative, Other Indirects)- show rate, base and total amount;
3. Consultants (if applicable) - include the name, number of days or hours worked, daily or hourly rate, and a total amount per consultant;
4. Travel - include for each airplane or train trip taken the name of the traveler, date of travel, destination, the transportation costs including ground transportation shown separately and the per diem costs. Other travel costs shall also be listed;
5. Subcontractors (if applicable) - include, for each subcontractor, the same data as required for the prime Contractor;
6. Other Direct Costs - include a listing of all other direct charges to the contract, i.e., office supplies, telephone, duplication, postage; and
7. Fee - amount as allowable in accordance with the Schedule and FAR 52.216-8 if applicable.
f. Contractor is required to attach an invoice log addendum to each invoice which shall include, at a minimum, the following information for contract administration and reconciliation purposes:
(1) list of all invoices submitted to date under the subject award, including the following:
(i.) invoice number, amount, & date submitted (ii.) corresponding payment amount & date received
(2) total amount of all payments received to date under the subject contract or order
(3) and, for definitized contracts or orders only, total estimated amounts yet to be invoiced for the current, active period of performance.
