About this file

This is a Request for Information (RFI) issued by the 704 Test Group/746 Test Squadron for the Advanced Navigation Warfare (NAVWAR) Open-Air Test and Evaluation project. The RFI seeks to identify potential sources for developing eight deployable next-generation Global Positioning System (GPS) and Global Navigation Satellite System (GNSS) jammers capable of replicating threat-representative surface-based counter positioning, navigation, and timing effects. The system will support two primary use cases: testing GNSS contested weapon drops at operationally relevant altitudes and airspeeds, and providing near-peer conflict GNSS contested test and training environments for various platforms.

Responses are due by September 24, 2025, at 4:00 PM CST and must be submitted via email to mikayla.roland@us.af.mil. Respondents must be registered in the System for Award Management (SAM) and provide a 10-page capability statement including company information, experience with GPS/GNSS jammers, technical approach, rough order of magnitude cost estimates, and potential acquisition strategy recommendations. The RFI targets the North American Industry Classification System (NAICS) code 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a size standard of 1,350 employees. This RFI is for information gathering only and does not guarantee a future contract.

1.0 AGENCY NEED

The Advanced Navigation Warfare Open-Air (ANOA) project provides the 746th Test Squadron (746 TS) with the capability to emulate current and emerging threat-representative surface-based counter positioning, navigation and timing (PNT) effect in the relevant open-air environments to support science and technology maturation, weapon system development and operational test and evaluation. This procurement will develop eight (8) deployable next generation Global Positioning System (GPS) and Global Navigation Satellite System (GNSS) jammers capable of replicating expected threat density, complex radio-frequency waveforms, antenna characteristics, and power received by the system under test.

ANOA includes the trade studies, design, prototype and test of the next generation jammer as well as the delivery of 8 total tested jammers to complete the system. This new system will execute two

(2) use cases: testing a GNSS contested weapon drop at operationally relevant altitudes and airspeeds; and near-peer conflict GNSS contested test and training to provide and open-air operational environment threats that emulate most likely or most stressing threat systems for dismounted, mounted, static, aerial platforms, indirect fire system/munitions, and NAVWAR sensor systems and architectures. Based on these use cases, the capability must be deployable to a variety of DoD test and training ranges and balance collateral impact on national airspace and non-participating PNT users to endure adequate test capacity is available to support increasing demand.

The contractor shall deliver eight ANOA systems that meet the attached Use Cases.

2.0 RESPONSES

2.1 Your company must be registered in System for Award Management (SAM). To register go to https://www.sam.gov. Responses are due no later than 24 September 2025, 16:00 CST.

Responses shall be limited to 10 pages for Section 2 and submitted via e-mail only to mikayla.roland@us.af.mil. Proprietary information, if any, should be minimized and MUST http://www.sam.gov/ https://www.sam.gov/ mailto:mikayla.roland@us.af.mil

BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned.

2.1.2 Information and Instructions:

Respondents must include the following information within their statement of capability packages. Capability packages may contain single- or double-spaced text but shall not exceed 15 single sided pages in length.

a. Company Information

• Company Name

• Address

• Point of Contact (Email and Phone Number)

• Federal CAGE Code

• Data Universal Numbering System (DUNS)

• Business size (per NAICS)

• Web Page – URL

2.1.3 Provide a statement of capabilities demonstrating skills, experience, knowledge, and capabilities necessary to develop, integrate and support the ANOA systems outlined above.

Please limit your relevant experience to the past five years to include a description of work performed, period of performance, agency/organization supported and individual points of contact (Contracting Office or Program Manager). Identify key personnel.

2.1.4 Business type (large business, small business, small disadvantaged business, 8(a)- certified small disadvantaged business, HUBZone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business) based upon the applicable North American Industry Classification System (NAICS) 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing “Small business concern” means a concern, including its affiliates that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria and size standards in 13 CFR part 121. A small business concern for the purposes of this procurement is generally defined as a business, including its affiliates, averaging no more than 16.5 million dollars in annual receipts. Annual receipts of a concern that has been in business for 3 or more complete fiscal years means the annual average gross revenue of the concern taken for the last 3 fiscal years. Annual receipts of a concern that has been in business for less than 3 complete fiscal years means its total receipts for the period it has been in business, divided by the number of weeks including fractions of a week that it has been in business, and multiplied by 52.
