IN REPLY REFER TO:

The Bureau of Reclamation’s Missouri Basin Regional Office intends to issue a Request for Quotations (RFQ) for a cultural resource inventory of the Canyon Ferry Reservoir recreation areas, which is located in Lewis and Clark County and Broadwater County, approximately approximately 250 acres in size. Once Posted, the RFQ will be available for viewing at https://beta.sam.gov under Solicitation No. 140R6022Q0080 .The principal components of work include the following:

1. Gather information to provide a basis for completing the file search. The final results are to be incorporated as an appendix to the final cultural resource inventory report.

2. Perform an on-the-ground search for all cultural resources located on the specified tracts indicated in this SOW.

3. Limited testing and/or collection, testing, or excavation is not authorized under this inventory;

however, artificial exposure of the subsurface (metal detecting, auger probing or shovel testing) is sometimes a necessary part of Class III inventories and should be included in identification efforts if ground/surface visibility is completely obscured by heavy vegetative cover. Do not collect any artifacts if discovered. Document them, including location, and return them to their original location. The Contractor shall follow the standard permit conditions and special permit conditions under the Permit for Archeological Investigations (DI Form 1991) when conducting work under this contract as it relates to Inventory and Recordation only as explained in the issued permit, as well as specific direction regarding work and deliverables included in this SOW. If historic period architectural structures or remains are located the Contractor shall conduct a land title examination as part of the site identification and evaluation.

4. MTAO follows the Consulting with the Montana State Historic Preservation Office Guidelines and Procedures regarding site definitions and site form preparation, isolated find definitions, and report format. In accordance with Part 12 and 13 of the Federal Acquisition Regulation, the Bureau of Reclamation intends to issue Solicitation No. on or around September 1, 2022. The quotations will be due approximately 30 days from the date the solicitation is actually issued. Quotations are to be submitted by electronic email to the Contract Specialist.

This acquisition will be a Total Small Business set-aside. The applicable North American Industry Classification System (NAICS) code is 541720 Historic and cultural preservation research & development services, which has an associated Small Business Size standard of $22.0 million.

The overall period of performance is 585 calendar days (1 year, 7 months), whereby the number of calendar days allowed for actual onsite work will be limited due to coordination with Canyon Ferry Staff. The contractor who receives the award is required to commence work within 10 days of receiving the Notice to Proceed. The period of performance is inclusive of receipt and acceptance of all submittals by the Bureau of Reclamation, as well as final cleanup.

Effective October 26, 2018, all contractors interested in doing business with the Federal Government must be registered in the System for Award Management (SAM) database prior to submitting an offer or quotation. Note: Registering in “SAM” does not constitute an automatic award of any contract or agreement to the registering contractor. SAM is a centralized database consolidating the Central Contractor Registration (CCR), the online Representation and Certifications Application (ORCA), and the Excluded Parties List System (EPLS). Additionally, the contractor’s “DUNS and BRADSTREET” and banking information are required for the SAM registration. Annual confirmation of registration requirements must be accomplished through the SAM website at https://www.sam.gov. For assistance with registering in SAM, contact the Federal Services Desk at 1-866-606-8220.

Payment requests for the anticipated contract are required to be submitted electronically through the U.S. Department of Treasury’s Invoice Processing Platform (IPP) system. The IPP website is https://www.ipp.gov. The contractor must use the IPP website to register access and submit requests for payment. Contractor assistance with enrollment can be obtained by contacting the IPP production helpdesk via e-mail at ippgroup@bos.frb.org or by telephone at (866) 973-3131. If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with their proposal.
