INTRODUCTION
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A
CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION.
The National Institutes of Health (NIH), National Institute of Child Health and Development (NICHD) intends to award a purchase order for skin lesion dermatoscope attachment and software application to LUMO IMAGING LLC without providing for full and open competition.
BACKGROUND and DESCRIPTION OF REQUIREMENT The NICHD, Division of Intramural Research (DIR), Section on Analytical and Functional Biophotonics Program on Pediatric Imaging and Tissue Science has a need for a customized phone application and an accompanying dermatoscope attachment for skin lesion temporal studies. To conduct skin cancer temporal study, especially for remote patients, the requirement of the supply includes: 1) Informing and providing guidance to the user on where to capture lesions of interest on the patient’s body. 2) Automatically recording the anatomical location of newly captured lesions of interest to the 3D body. 3) Acquisition of sharp and high-resolution images for single lesions of interest, similar to a dermatoscope. The specific requirements include the following features:
1. Capture lesions of interest at high image quality (high-resolution, sharp, sufficient lighting) with a phone and a dermatoscope attachment
2. Support polarized lighting in the dermatoscope attachment
3. Provide real-time user guidance to capture images for lesions of interest in the phone application.
4. Automatically record precise location for the newly captured lesions of interest to a 3D body
5. A user-friendly interface for the phone application
JUSTIFICATION
Based on our market research, there are other contractors that are capable of providing provide parts of the requirements, such as capturing high-resolution images of lesions of interest and mole mapping, however to our knowledge, automatic recording of the location for the lesion of interest and navigation for users to capture lesion of interest, which are critical to the success of our project, are not offered by other contractors. No other contractors are known to us that offer such all-in-one solution for software phone applications and hardware attachment meeting all of our requirements. Lomo Imaging has developed and demonstrated the challenging aspects of the required capabilities mainly: automatically recording the location of the lesions in full-body and the function of navigating the user to capture lesions of interest with augmented reality. Therefore, they are uniquely capable of providing the required products to meet the objectives of the NIH.

The intended procurement is classified under NAICS code 541511 – Custom Computer Programming Services with a Size standards in millions of dollars: $34.0.

REGULATORY AUTHORITY
The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Regulation (FAR) Circular (FAC) 2023-04 effective 06/02/2023. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($250,000) and FAR Subpart 12- Acquisition of Commercial Items.
STATUTORY AUTHORITY
This acquisition is conducted under the authority of FAR 13.106(b)(1) Soliciting from a single source - For purchases not exceeding the simplified acquisition threshold.

CLOSING STATEMENT
This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability in response to this notice and may submit a capability statement, which shall be considered by the agency. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
All respondents must have an active registration in the System for Award Management (SAM) www.sam.gov. All responses to this notice shall be submitted electronically by 5:00 PM Eastern Standard Time, on July, 10th, 2023 to jacob.balenson@nih.gov and shall include pre-solicitation # NICHD-23-165 in the subject line.
