INTRODUCTION

THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT

OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION.

The National Institutes of Health, National Institute of Child Health and Development (NICHD), in support of the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), intends to award a purchase order without providing for full and open competition to WATERS TECHNOLOGIES CORPORATION.

for Repair and Service Contract on Waters Liquid Chromatography/Mass Spectrometry Instrument.

BACKGROUND

The NIDDK Molecular and Clinical Nutrition Section research determines optimal nutrition in health, disease, and disease treatment using vitamin C (ascorbic acid) as a model nutrient. Research examines how specific nutrient function occurs in relation to nutrient concentration, in vitro (in cells and organelles) and in vivo (animals and people). The lab has a LC/MS/MS [liquid chromatography/mass spectrometry/mass spectrometry] system that is essential for measurement of vitamin C (ascorbic acid) and its product dehydroascorbic acid in health and disease in clinical and cellular samples. This system is the only one of capable of direct measurement dehydroascorbic acid, as well as vitamin C. Quantitation of both compounds together by direct measurement is necessary to understand the roles of vitamin C in health and disease in humans. Without this system, the lab will not be able to proceed to understand the roles of these two related vitamers in diabetes in humans and in other diseases. At this time the lab is the only one in the world that can do these measurements, and the lab can only do so by using this particular instrument. The instrument is in need of repair service and preventive maintenance to keep it in operation because it is an essential component of upcoming clinical bench to bedside research proposals.

JUSTIFICATION

Our current Waters Xevo TQ-S micro mass spectrometer instrument is the only instrument that can simultaneously detect both vitamin C and its oxidized product dehydroascorbic acid. Service of this instrument to restore it to operational ability is the only way that the lab can continue measure vitamin C and dehydroascorbic acid together in clinical samples, which is essential to our research mission. There is no other instrument that will suffice, and for the measurements to be possible, the instrument has to be in working order. The instrument is proprietary to Waters Technologies, therefore they have the unique capabilities to service this instrument properly and provide specialty replacement parts. This ability cannot be replicated by another company or alternative service. Waters is the manufacturer of the instrument and does not have other resellers to provide services or repairs.
