INTRODUCTION

THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT

OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION.

The National Institutes of Health, National Institute of Child Health and Development (NICHD), in support of the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), intends to award a purchase order without providing for full and open competition to NEWPORT CORP, for a Replacement high-power CW DPSS Laser Part.

BACKGROUND

The National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), Laboratory of Chemical Physics (LCP) is primarily concerned with fundamental experimental, theoretical, and computational problems involving the structure, dynamics, and function of biological macromolecules, as well as their relation to human diseases that include Alzheimer’s and sickle cell diseases, AIDS, and COVID-19.

The LCP owns a high-energy, broadly tunable picosecond laser system from Spectra-Physics/Newport Corporation that is used to pursue time-resolved x-ray scattering and diffraction studies of biomolecules.

This $expensive laser system is a complex instrument that consists of a CW pump laser that drives a picosecond oscillator, a high-power pump laser that drives a regenerative amplifier, another high-power pump laser that drives a multi-pass amplifier, and a nonlinear optical parametric amplifier that converts high-energy, 790 nm, picosecond pulses to other wavelengths that span most of the visible spectrum. The CW pump laser that drives the picosecond oscillator has reached the end of its life, therefore the lab requires a replacement part to restore operation of this critical resource.

JUSTIFICATION

The Spectra Physics/Newport Corporation Millennia eV high-power 532 nm continuous-wave (CW) diode-pumped solid-state (DPSS) laser is required because it matches the performance specifications and footprint of the component being used currently in the lab’s high-energy, broadly tunable laser system. The current part has reached its end of life and needs to be replaced. While there are other manufacturers of green lasers, any other 532 nm laser would have to have sufficient power and stability and then would need to be customized to ensure it matches other performance specifications, the most critical being beam dimension and beam divergence. If the lab attempted to design the optics required to match the required beam parameters, it would still require a home-built support structure to put the beam at the correct height and precisely steer it into the picosecond oscillator, adding time and cost to the replacement, which could cause delays to restoring operation of the instrument and impact institute resources. Additionally, an alternative laser with the required customization might not fit in the limited footprint currently occupied by the failed laser. Spectra Physics, now owned by Newport Corporation, was the manufacturer of the pump laser that needs to be replaced. For these reasons, only the Spectra Physics/Newport Corporation Millennia eV high-power 532 nm continuous-wave (CW) diode-pumped solid-state (DPSS) laser will meet the lab’s requirement as a drop-in replacement that can restore operation of the NIH/NIDDK/LCP high-energy, broadly tunable laser system.

REGULATORY AUTHORITY

The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Regulation (FAR) Circular (FAC) 2025-05 effective 08/07/2025. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($250,000) and FAR Subpart 12- Acquisition of Commercial Items.

STATUTORY AUTHORITY

This acquisition is conducted under the authority of FAR 13.106(b)(1) Soliciting from a single source - For purchases not exceeding the simplified acquisition threshold.

DESCRIPTION OF REQUIREMENT

To restore operation of the NIDDK/LCP laser system, we require a Spectra Physics Millennia eV high-power 532 nm continuous-wave (CW) diode-pumped solid-state (DPSS) laser. We need a replacement laser that matches the specifications and dimensions of the component that failed and can therefore function as a drop-in replacement.

The following product features/characteristics are required for this requirement:

• 5W CW output at 532 nm

• < 0.04% rms intensity fluctuations

• TEM00 mode

• M2 <1.1

• 14.75 x 6.00 x 4.08 inch enclosure dimensions

• 2.3 mm beam diameter

• <0.5 mrad divergence

• Vertical polarization

• 2 µrad/ °C pointing stability

• 2.256” beam height (from table)

Delivery by 60 Days After Receipt of Order (ARO)

CLOSING STATEMENT

This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability in response to this notice and may submit a capability statement, which shall be considered by the agency. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.

All respondents must have an active registration in the System for Award Management (SAM) www.sam.gov. All responses to this notice shall be submitted electronically by 5:00 PM Eastern Standard Time, on September, 17th, 2025 to jacob.balenson@nih.gov and shall include pre-solicitation # 75N94025Q00228 in the subject line.
