INTRODUCTION

THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT

OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION.

The National Institutes of Health, National Institute of Child Health and Development (NICHD), in support of the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), intends to award a purchase order without providing for full and open competition to GE PRECISION HEALTHCARE LLC for Lunar iDXA Dual-energy X-ray Absorptiometry (DEXA) Scan Machine.

BACKGROUND

The National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK), Phoenix Epidemiology Clinical Research Branch, Obesity and Diabetes Clinical Research section (ODCRS) conducts studies investigating the etiology of obesity and type 2 diabetes. The ODCRS needs a new dual-energy x-ray absorptiometry (DEXA) scan machine to be used to collect data on body composition which are crucial for studies of human metabolism. The DEXA scan will be used for studies conducted in ODCRS which include but are not limited to, 1) long term studies developing dietary biomarkers to assess diet patterns and quantity and 2) the role of energy expenditure changes with diet and weight gain/loss.

The DEXA scan is an integral part of meeting the mission of NIDDK to conduct and support medical research and research training and to disseminate science-based information on diabetes and other endocrine and metabolic diseases; digestive diseases, nutritional disorders, and obesity; and kidney, urologic, and hematologic diseases, to improve people’s health and quality of life.

JUSTIFICATION

The NIDDK Obesity and Diabetes Clinical Research Section (ODCRS) conducts studies that investigate the etiology of obesity and type 2 diabetes. ODCRS uses GE iDXA equipment for the measurement of body composition using dual-energy x-ray absorptiometry (DEXA), which is of crucial importance to every study conducted within the lab. The lab’s clinical studies are careful human physiology studies that take years to complete and align exactly with the mission of nutrition research specified by NIH and HHS. The ODCRS is moving to a new space within the Phoenix area, therefore a new DEXA unit is required at this new location.

It is critical that the same model and company is used for the DEXA at this new location to ensure the integrity of ongoing studies. Different DEXA models and brands yield different results, so we are not able to run comparison from one machine to another, so it is crucial to get the same one to ensure continuity of research. The impact would mean years of clinical work at risk. This will also ensure consistency in data collection with the move of the unit. Continuing to use the same make and model DEXA Unit will provide precision and accuracy of this measurement, which is vital in maintaining study integrity. Failure to provide the requested comparable replacement will compromise years of collected research data. Obtaining the requested model will ensure there is minimal to no change in how data is collected. The machine model will be comparable in a way that years of previously collected data do not run the risk of being outliers. Outliers affect data analyses and sometimes mean despite substantial investment we cannot use data. The required Lunar iDXA Scan Machine is proprietary to GE Healthcare, therefore they are the only known source of the required model. Additionally, GE Healthcare has a robust service network of service engineers and biomedical technicians who provide support for their equipment as well as offering multi-vendor services.

These are important for ongoing maintenance and repairs for the DEXA equipment that requires timely service so as not to disrupt studies with enrolled participants or waste budget allocations.
