About this file
This document is a Pre-Solicitation Non-Competitive (Notice of Intent) Synopsis for a federal contract opportunity. The National Institutes of Health (NIH), specifically the National Institute of Child Health and Development (NICHD) in support of the National Institute on Alcohol Abuse and Alcoholism (NIAAA), intends to award a non-competitive purchase order to Life Technologies Corporation for ProcartaPlex Immuno-panel plates. The specific requirement includes human and mouse immune-panel plates and buffer, including Cell Lysis Buffer, Mouse Immune Monitoring 48 Plex 96 Tests, and Human Immune Response 80 Plex 96 Tests, to be delivered within 60 days after receipt of order.
The procurement is for research purposes supporting the NIAAA Section on Neural Circuits, which aims to understand how genetic and environmental factors affect neural signals in neurodevelopmental disorders. The Luminex xMAP INTELLIFLEX System will be used to enable high-throughput multiplex protein expression analysis, with the ability to detect up to 80 different proteins or gene expression markers in a single assay using minimal sample volumes. Interested parties may submit a capability statement electronically by 5:00 PM Eastern Daylight Time on July 29th, 2025, to jacob.balenson@nih.gov, with all respondents required to have an active System for Award Management (SAM) registration.

INTRODUCTION
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT
OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION.
The National Institutes of Health, National Institute of Child Health and Development (NICHD), in support of the National Institute on Alcohol Abuse and Alcoholism (NIAAA) intends to award a purchase order without providing for full and open competition to LIFE TECHNOLOGIES CORPORATION for ProcartaPlex Immuno-panel plates to support NIAAA Translational Research Projects.
BACKGROUND
The goal of the National Institute on Alcohol Abuse and Alcoholism (NIAAA), Section on Neural Circuits is to understand how genetic and environmental insults affect the computation of neural signals within brain networks to cause neurodevelopmental disorders like autism, epilepsy and attention deficit/ hyperactivity disorder.
The Section on Neural Circuits at NIAAA needs immuno-panel plates for human and mouse for use with our Luminex xMAP INTELLIFLEX System (Catalog number APX2020), to significantly enhance our research capabilities in high-throughput multiplex protein expression analysis. This technology is essential for advancing our translational research efforts, particularly in projects that require the efficient and simultaneous quantification of numerous targets from limited biological material. The immune plates using the INTELLIFLEX platform enables the detection of up to 80 different proteins or gene expression markers in a single assay using as little as 25 μL of sample. This is especially critical when working with precious clinical samples or small-volume animal models. Unlike many other systems, it allows the detection of protein in samples without the need for stripping and reprobing, streamlining workflow and reducing potential sample loss or degradation. These plates will directly support current and future projects involving blood, tissue, and cell-based assays and allow for more comprehensive and timely analysis of protein expression in both preclinical and clinical studies.
JUSTIFICATION
The Luminex xMAP INTELLIFLEX System (Catalog number APX2020, enables efficient and simultaneous quantification of up to 80 different proteins or gene expression targets in small sample volumes (as little as 25 μL). This request supplies the immune pannel plates for human and mouse for use with our Luminex xMAP INTELLIFLEX system to significantly enhance our research capabilities in high-throughput multiplex protein expression analysis. Technologies/Thermo Fisher is the only supplier offering these protein multiplexed assays on the Luminex platform. We are not aware of any alternative multiplex kits that are comparable to the Life Technologies/Thermo Fisher kits or that are compatible with the Luminex platform. As far as we know, Life Technologies/Thermo Fisher is the only distributor for the Luminex platform. We have already used these same multiplex kits to identify immune molecules activated by the thermal and immune components of fever, therefore we need the same kits in order to continue this work with additional samples and ensure continuity of our research.
