INTRODUCTION
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A
CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION.
The National Institutes of Health, National Institute of Child Health and Development (NICHD) intends to award a purchase order without providing for full and open competition to Siemens Industry, Inc. for services to upgrade building automation/monitoring systems and upgrade panel firmware.
BACKGROUND
Our staff oversee multiple aquatic facilities on the NIH campus. We care for cavefish, zebrafish, and frogs from many different institutes and labs. These animals are used for all different kinds of research and it is critical they are in good health to get the proper results. These facilities must be constantly monitored to prevent unnecessary stress and harm to the animals which could prevent research. We need to upgrade software/firmware for monthly remote monitoring of the Building 6 Shared Zebrafish Facility (6SZF) and decentralized aquatic facilities (DAF). Our current Siemens monitoring system, Insight/APOGEE will not be compatible with future operating systems, therefore we need to upgrade so we can continue monitoring without interruption and become familiar with the program ahead of time so animal health does not suffer.
JUSTIFICATION
Based on market research, Siemens Insight and Desigo software and field panel hardware is sold, serviced and updated exclusively by Siemens Industry, Inc. Due to Siemens unique proprietary protocol, there is no other system on the market capable of communicating with it. Failure to procure this service from Siemens Building Technologies would result in the inability to operate the existing program and significant loss of animals and research. Any change to the equipment or in place software without proper knowledge and information will cause animal death and loss of research. Procuring this service from another vendor would also void current warranties with Siemens. The current Siemens preventative maintenance contracts are used for monitoring equipment and software that were installed by Siemens in the 6SZF and DAF facilities. Siemens has manufactured and installed all equipment and software for the monitoring and functions for all aspects of the aquatic system. This includes but is not limited to water quality, pump function, dosing modes, and temperature. All these factors maintain the health and environment of the species housed in the 6SZF and DAF rooms. Any change in these factors without proper knowledge and information will cause animal death and loss of research. The emergency remote alarm monitoring allows remote monitoring 24 hours a day, 7 days a week. Remote monitoring is necessary for any emergency alarms that are associated with the aquatic system during the hours where husbandry staff is not on campus. These alarms will be passed onto the aquatic staff and inform them of any harmful or threatening situations that could compromise the health of the aquatic research animals. Without this monitoring, the staff would have no way to know if any system was malfunctioning or any water quality parameter was out of range during the hours that we are not on campus. To our knowledge, Siemens Industry, Inc. is the only company in the United
