About this file
This document is a Pre-Solicitation Non-Competitive Notice of Intent from the National Institutes of Health, National Institute of Child Health and Human Development (NICHD) to award a purchase order without full and open competition to Newport Corp (Spectra Physics) for a Service Contract for MAI TAI Laser Equipment. The agency requires a 3-year service contract with a base year and two option years for platinum-level on-site maintenance, including parts, labor, travel, and one preventative maintenance visit per year for a MAI TAI laser system (S/N 20374) used by the Hoffman research group. The justification is that Newport Corp has proprietary rights to the genuine parts and has provided exceptional service maintaining NICHD's MAI TAI lasers for many years. Interested parties may submit capability statements by November 29, 2024, but the agency has sole discretion to proceed on a non-competitive basis. The place of performance is NICHD in Bethesda, MD.

INTRODUCTION
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A
CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION.
The National Institutes of Health, National Institute of Child Health and Development (NICHD) intends to award a purchase order without providing for full and open competition to NEWPORT CORP (Spectra Physics) for Service Contract for MAI TAI Laser Equipment.
BACKGROUND
The Hoffman group combines molecular, biochemical and electrophysiological approaches to investigate the roles of dendritic voltage-gated and neurotransmitter-activated channels in regulating neuronal development and synaptic plasticity in the mammalian hippocampus. To achieve this, the lab comprises an interdisciplinary team with expertise in cellular and molecular biology, biochemistry, electrophysiology, fluorescence imaging and computer modeling. These approaches allow us to assay channel function and regulation at the molecular scale in living cells.
At the larger scale, we are investigating how mutations or mis-regulation of ion channel function, trafficking or localization negatively affects neuronal function and development. Mouse models are employed to assay the effect of these dysfunctions on learning and memory and in pathophysiological processes thought to have a synaptic basis, including Autism, Fragile X Syndrome and Alzheimer's disease.
The Hoffman group needs a Service Contract on a MAI TAI Laser eHPDS, S/N 20374. This is Extended Purchase Warranty Service Contract which was started after the Newport Spectra- Physics’ purchase warranty ended. We have been renewing this Extended Warranty Service Contract for many years now to keep the equipment operating. This is the start of a new Multi-year Service Contract consisting of a Base Year with Two Option Years. This Service Contract includes a substantial discount to the Lab as opposed to one-year contracts since we are locking in the cost for 3 years. It was advantageous to the Government to Extend Purchase Warranties when they end on very expensive scientific equipment.
JUSTIFICATION
Newport Corporation Spectra-Physics can provide the best service available to ensure proper maintenance and long-term functioning of this very expensive lasers. Newport Corporation has maintained many of NICHD’s expensive MAI TAI Lasers and they have proven for many years to be worth the cost of the Service Contract in keeping these MAI TAI Lasers at top performance.
Newport Corporation Spectra-Physics has proprietary rights to their own genuine MAI TAI Laser parts. Keeping the Original Manufacturer as the Service Provider for maintenance services ensuring the best possibility of a good lifecycle for the scientific equipment and alternative service could void the warranty agreement on the equipment.
