The document notes that any new vendor would require significant time to obtain required certifications, making competition impractical for this urgent extension. The contracts serve over 100 diverse facilities worldwide across DoD components.

6. Efforts to Obtain Competition: Efforts to Obtain Competition: The AIT-7 IDIQ follow-on will be competed as a full and open competition. The AIT-7 follow-on is currently in the pre-solicitation phase with the Request for Information (RFI) / Sources Sought posted on SAM.gov and CHESS Information Technology Enterprise Solutions – 3 Hardware (ITES-3H) on 25 October 2023. The draft Request for Proposals (RFP) was released on SAM.gov on 26 August 2024. ACC-RI will publish the notices required by
FAR 5.201.
a. Effective competition: Effective competition is not anticipated for this extension modification.
b. Subcontracting competition. The required clauses for subcontracting are already in the base contract(s) or within the orders.
7. Actions to Increase Competition: The USG is in the process of releasing the solicitation for the AIT-7 follow-on contract which will be a competitive action. The USG is still reviewing the responses and questions received from industry. The USG anticipates adequate competition on AIT-7. This extension modification is to ensure the Government avoids a break in critical services and supplies, as described above, while affording sufficient time to evaluate proposals and award the follow-on contract action.
8. Market Research: FAR 5.202(a)(2), states: “The proposed contract action is made under the conditions described in 6.302-2 (or, for purchases conducted using simplified acquisition procedures, if unusual and compelling urgency precludes competition to the maximum extent practicable) and the Government would be seriously injured if the agency complies with the time periods specified in 5.203.” Therefore, a sources sought notice was not published for this action.
Based on previous market research efforts, and knowledge of the current certification requirements for this program, it would take the any new vendor at least to achieve all the required certifications and approvals to be able to start work (as stated above in paragraph 5). As such, there is insufficient time to issue a meaningful RFI or competitive solicitation for this extension, due to the urgency of the AIT-6 extension requirement and the potential injury to the Government that would result from any further delays. However, the Government fully intends to conduct comprehensive and meaningful market research in conduct of the follow-on award.
