SOURCES SOUGHT NOTICE
Post-Construction Award Services (PCAS) for NIST B245 Modernization Program (Phase 2)
SOURCES SOUGHT NOTICE for information on capability and availability of potential contractors to perform Post- Construction Award Services (PCAS) for Phase 2 of the B245 Modernization Program at the Gaithersburg, MD for the National Institute of Standards and Technology (NIST).
Purpose:
The purpose of this SOURCES SOUGHT NOTICE is to acquire information on the number and capability of qualified firms interested in a prospective procurement of Post-Construction Award Services (PCAS) for Phase 2 of the NIST Gaithersburg Campus B245 Modernization Program. The Program consists of the Modernization of the B245 Radiological Laboratory Research Building at NIST's Gaithersburg, MD campus. This is a NOT a solicitation announcement. No contract award will result from this SOURCES SOUGHT NOTICE, as it does not constitute a commitment by the Government. Responses to this SOURCES SOUGHT NOTICE will be used by the Government in making an appropriate acquisition decision.
Background:
NIST headquarters campus is located on 579 acres in Gaithersburg, Maryland. The original campus construction dates from the mid-1960s and the entire campus is designated as National Register Historic District. NIST has an on-going program to expand and modernize its facilities on this campus as described in the 2018 NIST Gaithersburg Campus Master Plan and Environmental Assessment (available at https://www.nist.gov/ofpm/nist-gaithersburg-master-plan).
Prospective Procurement:
The prospective procurement will involve awarding a contract or potential Indefinite Delivery Indefinte Quantity (IDIQ) for PCAS in support of the design-build construction efforts for the remaining Modernization Efforts associated with Building 245.
The construction contract is anticipated to be procured as an Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC). The proposed contract with an estimated value of $235 million, will be over several program years with first Task Order planned to be awarded in FY25. The first Task Order “A” is estimated at $39 million.
The PCAS required for Task Order “A” will include review of designs, submittals and Requests for Information (RFI) to ensure compliance with Design-Build RFP associated with the B245 A-Wing. Work activities will include preparing correspondence and feedback, site visits and participation in in-person and remote meetings. Remaining PCAS are intended to be executed as follow-up task orders which will match the phases of construction for the project to be requested, negotiated and bilaterally accepted at a later date. Phasing for the remaining construction work will be based on available funding and combination of phases determined during a separate contract.
The remaining construction efforts for the B245 Modernization Program include A-Wing and all of B-Wing (total of ~122k GSF) which are pending future funding. The building remains in an interim state, where only the modernized portion has been brought up to code. Existing portions of the building untouched by the modernization program continue to have leaks and are not code compliant.
Sources being sought are firms with the following North American Industry Classification System (NAICS) Code(s) or similar:
541330 – Engineering Services
The PCAS contractor team shall provide quality assurance oversight to ensure that the approved construction plans and specifications are in accordance with the contract requirements as documented in the Design-Build Request for Proposal for the SATOC Construction Contractor.
The PCAS contractor as a supplement to the Government’s Construction Management Services contractor will also, on a limited basis for critical activities, assist with coordination of construction and other Government vendor https://www.nist.gov/ofpm/nist-gaithersburg-master-plan schedule activities, providing operational coordination with occupants on utility/systems outage planning, conducting surveillance and witness observation of SATOC Contractor’s quality control procedures, documenting compliance with NIST safety requirements, administrative assistance with contractual reporting, files and records management while documenting non-performance and defective workmanship as observed, and any other tasks as needed for the successful completion of SATOC Task Order A.
The PCAS contractor shall provide management, supervision, labor, materials, supplies, and equipment (except as otherwise provided), and shall plan, schedule, coordinate and assure effective performance of services described herein. • Investigation of differing site conditions
• Cost Estimating for Critical Potential Change Orders
• Assistance in Planning and Preparing Solicitations and Other Acquisition Documents
• Engineering Support/Review as requested for specific assistance during Planning, Design, Construction, and/or Commissioning
• Claims Avoidance /Claims Analysis for Critical Issues
• Potential Change Order (PCO) and Change Order (CO) Tracking
• Review of 3rd Party Testing and Inspection(s)
Description of Project requiring PCAS:
The project is a Design Build which was initiated in 2016. The majority of the design for the project has been completed, however, there are remaining design packages that are anticipated for coordination of the phases including the major connection of the systems between the existing utilities and the new proposed design without impacting occupancy for the remainder of the building. PCAS for the B245 Modernization Program is planned to start in late FY25. During the Modernization the building will remain in operation during all construction activities. Access to the building must be maintained for employees, visitors, and emergency response. Work is anticipated to be phased to accommodate this requirement. Description of the project as follow:
1. B245 Modernization Design-Build:
a. Background:
A Program of Requirements (POR) for the B245 Modernization Program is expected completion in FY28. It includes the replacement and expansion of HVAC cooling and heating systems, electrical systems, and overall modernizing of building administrative and common space such as Building modifications that include but are not limited to, toilet rooms, offices, break rooms, storage, security, and telecommunication rooms, as well as improved access for maintenance and operations.
b. Objectives:
The construction contract is planned to be an IDIQ Single Award Task Order Contract (SATOC) with a capacity of $180,000,000 awarded to a Single Source contractor. The proposed construction will be over several program years with first Task Order planned to be awarded in FY25. Task Orders are estimated to be within the range of $5 to $100 million. Each task order is phased or distinct combination of phases of the program for the modernization of the B245 Research Laboratories. Anticipated task order duration is within the range of 365 to 750 calendar days.
2. A-Wing Modernization: (Intended Task Order “A”)
a. Background:
Existing radiological laboratorial facilities are mostly original to the campus, approximately 60 years old, and nearing or have exceeded the end of their useful life cycles. The B245 building has modifications and additions that have/are newer systems. The utilities include:
• HVAC heating, cooling, and ventilating systems
• Power Electrical distribution systems
• Plumbing System o Wastewater systems.
o Potable water systems o Information technology (IT), voice, and other systems such as fire alarm, life safety, direct digital controls (DDC), security, etc.
b. Objectives:
The design-build contract will involve awarding a planned IDIQ SATOC. The proposed construction will be 18 months with the first Task Order planned to be awarded in FY25. Task Order “A” will include full design and first construction phase. Remaining construction to be task orders matching phases of construction determined upon the availability of funding in a given Fiscal Year. The work will be executed in a government-defined construction sequences as to allow campus operations to continue with the least impact on daily operations to NIST mission requirements.
