The Federal Bureau of Investigation (FBI) Procurement Section is issuing this competitive Request for
Quotation (RFQ) to solicit quotes for weapon lock boxes for the purpose of establishing a one-time, firm-fixed-price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract to acquire weapon lock boxes, which includes shipping. This solicitation is prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information included in this notice. The North American Industry
Classification System Code (NAICS) is 332999, All Other Miscellaneous Fabricated Metal Product
Manufacturing, with a small business size standard of 750 employees.
This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this acquisition. No partial quotes will be considered. No partial awards will be made. Contractors interested in competing for this effort may participate by submitting quotes in accordance with the procedures set forth in this RFQ.
This solicitation document and incorporated provisions and clauses are those in effect through Federal
Acquisition Circular FAC 2020-04. This requirement will be awarded on an all or none basis as a commercial item under the procedures at FAR Parts 12 and 13.

DESCRIPTION OF THE REQUIREMENT
Contractor shall provide weapon lock boxes in accordance with the attached specifications throughout the life of this contract. The contract shall have a twelve (12) month base period with four (4) possible one
(1) year options. Any order issued during an ordering period under the contract and not completed within that period shall be completed by the Contractor within the time specified on the individual delivery order. The Contractor shall not be required to make any deliveries under the contract after twelve (12) months from the expiration of the ordering period.
SUBMISSION OF QUOTES
Contractor shall submit a quote that provides full, accurate, and complete information in order to facilitate a thorough and timely evaluation. The quoted price shall consist of the actual offer to enter into a contract and indicate a firm-fixed-price (FFP).
SUBMISSION OF SAMPLE
Offeror shall supply one (1) weapon lock box by no later than: September 8, 2024, by 10:00 AM (EST)

Due to security reasons, hand-delivered samples are not permitted. FedEx, the United Parcel Service
(UPS), and the United States Postal Service (USPS) offer delivery services to this location.
[The submitted sample will be returned to the Offeror within six (6) months after the new IDIQ contract action has been awarded.]
DUE DATE/TIME
Quotes shall be submitted electronically to bvlane@fbi.gov, no later than 10:00 AM (EST) on
September 8th, 2024. Faxed quotes will not be accepted.
INQUIRIES
Any questions pertaining to this solicitation are due by 10:00 AM (EST) on August 19th, 2024 and shall be in writing, via email, to the attention of Bryan Lane at bvlane@fbi.gov . Phone calls will not be accepted.

EXTENT OF OBLIGATION
The Government is obligated only to the extent of authorized orders made under the contract. The contractor shall furnish to the Government, when and if ordered, the supplies specified in the below schedule up to the established “maximum” of $1,200,000.00 over the life of the IDIQ with a “minimum guaranteed order” of $25,000.00. The obligation of funds and specific quantities will be ordered through the issuance of individual delivery orders.
EVALUATION OF QUOTES / AWARD
The Government shall award to the offeror whose quote conforms to the specifications and is the Lowest
Price Technically Acceptable (LPTA) offer. Any requested documentation not included with the original submission ma disqualify the quote from further consideration. The Government reserves the right to make no award at all if determined to be in the best interest of the Government and may disqualify at all if determined to be in the interest of the Government and may disqualify any quote that takes exception to any part of this solicitation. The Government reserves the right to make multiple awards if, after considering the additional administrative costs, it is in the Government’s best interest to do so.
All Quotes will be evaluated price first, and then technical. The Offeror with the Lowest Price will then be evaluated for Technical, and if Technically Acceptable, will be the awardee. If that Offeror is not
Technically Acceptable, then the Offeror with the second lowest Quote will be evaluated for Technical, and if Technically Acceptable, will be the awardee. The process will continue until there is an awardee.
Once an award is made, subsequent higher priced quotes will not be evaluated.
Only offerors registered on ww.sam.gov will be considered for award. The SAM registration shall include NAICS Code 332999 under Offeror Representations and Certifications.
DELIVERY
All deliverables shall be received by the requestor no later than 45 days after receipt of order (ARO). If delivery cannot be made within this period, the Contractor shall forward notification with a detailed reason for non-shipment to the ordering office. Contractor is to make best effort to delivery within 45 days to provide the ordering office with a realistic delivery date at the time an order is placed. All deliveries under this IDIQ shall be FOB Destination within the Continental United States, (CONUS).
INVOICING
The Federal Bureau of Investigation (FBI) requires vendors to submit invoices and supporting documentation electronically through the Invoice Processing Platform (IPP). IPP is a secure, web-based electronic invoicing system provided by the U.S. Department of Treasury’s Bureau of Fiscal Service
(Treasury) in partnership with the Federal Reserve Bank of St. Louis (FRSTL). IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency. To learn more about IPP, please visit www.ipp.gov .

Vendors are required to create and submit electronic invoices using the IPP system. Invoices submitted by email will not be accepted. This requirement applies immediately upon contract award. For contract-specific questions, please contact the designated contracting officer for your contract.
All invoices are required to have a unique identifying non-duplicable number, and reflect the contract number, delivery order number, list of supplies, delivery date, and contractor point of contact information, (i.e., name, email, address, phone number, etc.).
It shall be the contractor’s responsibility to include the information required by this agreement on each invoice. If an invoice does not contain the above information, the Government reserves the right to reject the invoice as IMPROPER and notify the vendor within seven (7) days after receipt of the invoice.
Resubmission of a PROPER invoice will be required.
Any requirement for resubmission for payment or contractor questions regarding payment should be directed to the COR/TPOC or Agency Point of Contact under the agreement. All follow-up invoices, (i.e., revised, resubmitted), shall be marked a s “REVISED.”
QUOTATION REQUIREMENTS
• New products ONLY shall be accepted for this procurement.
• Please indicate Open-Market (O/M) items and/or GSA Schedule items.
• Quote shall be firm-fixed-price.
• Offers shall be valid for sixty (60) calendar days after submission.
• All vendors shall have an Active Registration in SAM.gov.
Please include in your quote: pricing and product description for each line item. Quote may be sent via your company's standard quotation form but must include the following information: Tax
ID Number, DUNS Number, UEI Number, Point of Contact with email and telephone information.
SUBMISSION OF QUOTATIONS
Quotations and any accompanying information shall be submitted via email to the attention of Mr. Bryan
Lane, Contracting Officer, at bvlane@fbi.gov , no later than September 8th, 2024 at 10:00 M, (EST).
Quotations/offers sent via other means, (i.e., telephone call, facsimile transmission, etc.), will not be considered.

ANNUAL USAGE REPORT
Contractor shall provide an annual usage report to the Contracting Officer’s Representative
(COR)/Technical Point of Contact (TPOC) within thirty (30) calendars days of the last day of each year, until the period of performance has expired.
Reportable Years
Base Year: Months 1 – 12
Option Year One (OY1): Months 13 – 24
OY2: Months 25 – 36
OY3: Months 37 – 48
OY4: Months 49 – 60
Report shall consist of:
• Contract Number
• A running list of all “accepted” delivery orders, (to include grand total and date of each delivery order), for the year as well as a total combined dollar value of all orders during the year.
“Accepted” refers to an order that has been received during the year, regardless if the order shipped.
• Total dollar value of usage to date, (current annual figure combined with previous years), under the contract.
It is preferred that these reports be submitted using either Microsoft Access or Excel programs.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

Continuing Contract Performance During a Pandemic Influenza or other National Emergency
During a Pandemic or other emergency, we understand that our contractor workforce will experience the same high levels of absenteeism as our federal employees. Although the Excusable Delays and Termination for Default clauses used in government contracts list epidemics and quarantine restrictions among the reasons to excuse delays in contract performance, we expect our contractors to make a reasonable effort to keep performance at an acceptable level during emergency periods.
The Office of Personnel Management (OPM) has provided guidance to federal managers and employees on the kinds of actions to be taken to ensure the continuity of operations during emergency periods. This guidance is also applicable to our contract workforce. Contractors are expected to have reasonable policies in place for continuing work performance, particularly those performing mission critical services, during a pandemic influenza or other emergency situation.
The types of actions a federal contractor should reasonably take to help ensure performance are:
Encourage employees to get inoculations or follow other preventive measures as advised by the public health service. Contractors should cross-train workers as backup for all positions performing critical services. This is particularly important for work such as guard services where telework is not an option. Implement telework to the greatest extent possible in the workgroup so systems are in place to support successful remote work in an emergency.
Communicate expectations to all employees regarding their roles and responsibilities in relation to remote work in the event of a pandemic health crisis or other emergency. Establish communication processes to notify employees of activation of this plan.
Integrate pandemic health crisis response expectations into telework agreements.
With the employee, assess requirements for working at home (supplies and equipment needed for an extended telework period). Security concerns should be considered in making equipment choices; agencies or contractors may wish to avoid use of employees' personal computers and provide them with PCs or laptops as appropriate.
Determine how all employees who may telework will communicate with one another and with management to accomplish work. Practice telework regularly to ensure effectiveness.
Make it clear that in emergency situations, employees must perform all duties assigned by management, even if they are outside usual or customary duties.
Identify how time and attendance will be maintained. It is the contractor's responsibility to advise the government contracting officer if they anticipate not being able to perform and to work with the Department to fill gaps, as necessary. This means direct communication with the contracting officer or in his/her absence, another responsible person in the contracting office via telephone or email messages acknowledging the contractor’s notification.
The incumbent contractor is responsible for assisting the Department in estimating the adverse impacts of nonperformance and to work diligently with the Department to develop a strategy for maintaining the continuity of operations.

System for Award Management (SAM) Requirement

All vendors shall be registered in SAM, effective July 29, 2012, to receive government contracts. The FBI utilizes a financial system that has a direct interface with the SAM. If any current FBI vendor data conflicts with SAM Data, the information contained in SAM may override our current information. Please ensure that your company’s SAM information is updated and accurate. This includes TIN, EFT, UEI, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization. If the contractor does not maintain an active registration in SAM, payments will be held until registration is reactivated.
The FBI is not responsible for prompt payment penalties or delays in payment processing due to inaccurate or outdated information in SAM.
