About this file
This is a Justification and Approval (J&A) document for a sole-source procurement by the Federal Bureau of Investigation (FBI). The FBI's Information Technology Acquisitions Unit issued a firm-fixed-price purchase order to SelecTech, LLC, a certified HUBZone small business, for RSA SecurID hardware tokens required to maintain multifactor authentication (MFA) access for critical FBI systems. The contract was awarded on February 2, 2026, under requisition number SHOP-PR-26-000892, with an estimated value below the simplified acquisition threshold (redacted for public release).
The procurement was justified under FAR 6.103-2 (Unusual and Compelling Urgency) due to proprietary compatibility requirements and urgent operational need. RSA SecurID tokens are manufactured exclusively by RSA Security USA, and only RSA-issued tokens are compatible with the FBI's deployed authentication environment. Market research confirmed that RSA tokens are available only through RSA or authorized distributors, and most resellers could not meet the FBI's required delivery timeframe. SelecTech, LLC was the only HUBZone vendor able to confirm availability within the necessary timeframe. The Contracting Officer, Jennifer W Frederick, determined the price to be fair and reasonable based on historical pricing, commercial catalog comparisons, and consistency with prior reseller quotes. No other vendors expressed written interest or confirmed the ability to meet delivery requirements. The FBI is evaluating long-term MFA modernization strategies and anticipates future competitive acquisitions where feasible.

FEDERAL BUREAU OF INVESTIGATION
FINANCE AND FACILITIES DIVISION | PROCUREMENT SECTION
JUSTIFICATION AND APPROVAL (J&A) FOR OTHER THAN
FULL AND OPEN COMPETITION GUIDE AND TEMPLATE
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION IN ACCORDANCE WITH 41 U.S.C. 3304 (A) (X)
Requisition Number: SHOP-PR-26-000892
Date: February 2, 2026
Estimated Contract Dollar Value: Below the SAT - Redacted for Public Release
1. Identification of the agency and contracting activity.
The U.S. Department of Justice, Federal Bureau of Investigation (FBI), Information Technology Acquisitions Unit (ITAU), has prepared this justification for other than full and open competition on behalf of the Information Technology Business Management Section within the IT Infrastructure Division (ITID).
2. The nature and/or description of the action being approved, i.e., sole source, limited competition, establishment of a new source, etc.
The FBI issued a firm‑fixed‑price purchase order to SelecTech, LLC, a certified HUBZone small business, for RSA SecurID hardware tokens. This action was conducted as a sole‑source procurement under the authority of FAR 6.103‑2 – Unusual and Compelling Urgency, due to proprietary compatibility requirements and urgent operational need.
3. A description of the supplies or services required to meet the agency’s needs.
The FBI requires RSA SecurID hardware tokens to maintain multifactor authentication (MFA) access for critical FBI systems. These tokens must be fully compatible with the FBI’s existing authentication infrastructure.
4. The statutory authority permitting other than full and open competition.
This action is authorized under FAR 6.103‑2 – Unusual and Compelling Urgency.
5. Demonstrate the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority.
RSA SecurID tokens are proprietary and manufactured exclusively by RSA Security USA. Only RSA‑issued tokens are compatible with the FBI’s deployed authentication environment.
SelecTech, LLC is an authorized RSA reseller capable of meeting the required delivery schedule.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.1 and, if not, which exception under 5.101 applies.
Market research included outreach to multiple authorized RSA resellers. Only SelecTech, LLC confirmed the ability to meet the FBI’s required delivery timeframe.
7. The anticipated dollar value of the proposed acquisition, including options if applicable, and a determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer determined the price to be fair and reasonable based on historical pricing, commercial catalog comparisons, and consistency with prior reseller quotes.
8. A description of the market research conducted and the results.
Market research included a review of GSA Advantage listings and commercial RSA pricing, outreach to authorized RSA resellers, and an assessment of product availability and delivery lead times. This research confirmed that RSA tokens are proprietary and available only through RSA or its authorized distributors, and that most resellers could not meet the FBI’s required delivery window. SelecTech, LLC was the only HUBZone vendor able to confirm availability within the necessary timeframe.
9. Any other facts supporting the use of other than full and open competition.
Failure to procure the required tokens in the necessary timeframe would result in loss of access to mission‑critical systems and degradation of FBI operational capability.
10. A listing of any sources that expressed a written interest in the acquisition.
No other vendors expressed interest or confirmed the ability to meet the delivery requirements.
11. A statement of any actions the agency may take to remove or overcome any barriers to competition, if subsequent acquisitions are anticipated.
The FBI is evaluating long‑term MFA modernization strategies and anticipates future competitive acquisitions where feasible.
12. Certification
I, Jennifer W Frederick, as Contracting Officer, certify that this justification is accurate and complete to the best of my knowledge and belief. Furthermore, I hereby determine that the exception and circumstances described in item number four (4) of this justification apply to this order.
