About this file
This document is a Justification for Limited Competition/Simplified Acquisition from the Federal Bureau of Investigation (FBI) for a sole-source procurement of a USB protocol analyzer from Ellisys Corp. The Operational Technology Division (OTD) requires a data monitoring device that can emulate multiple USB functions and generate specification-compliant interface traffic. Specific requirements include support for USB Spec. version 3.1, device communication speeds from 1.5 Mbps to 10 Gbps, compatibility with USB Types A, B, and C, and a small form factor with restrictable cabling for potential covert use.
The procurement is for the Ellisys USB Explorer 350 model, which is the only device meeting the FBI's precise technical specifications. The contract is estimated to be delivered by 5/2/2025, with the device intended for use in STXU development space and field deployment in support of active casework. The FBI acknowledges the sole-source nature of the procurement and commits to continuing market research to explore potential alternative vendors for future acquisitions, ensuring compliance with Federal Acquisition Regulation (FAR) requirements for competition.
