The contractor must have knowledge and experience with Thermo Fisher Scientific QuantStudio real-time PCR systems.

***The National Oceanic and Atmospheric Administration’s (NOAA) Acquisition & Grants Office (AGO), National Marine Fisheries Service (NMFS), Office of Management and Budget (OMB) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Remel, Inc. a division of Thermo Fisher Scientific, LLC located in Lenexa, Kansas for the Quant Studio 5 (Catalog No. A36328) and the SimpliAmp Thermal Cycler (Catalog No. A24811) to be delivered to NOAA/NMFS/National Seafood Inspection Laboratory, 3209 Frederic Street, Pascagoula, MS 39567.

***The sole source determination is based on NOAA’s requirement that Remel Inc. (Thermo Fisher Scientific, LLC) is the only vendor that manufactures and distributes the Quant Studio 5 (Catalog No.

A36328).

Delivery within 30 days from the date of award.

***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.

PURPOSE: To acquire instrumentation to serve as a backup for ruminant testing and to perform quantification of DNA sequences to determine the level of presence of organisms of interest to multiple projects.

SCOPE ORMISSION: The combination of the metabarcoding biodiversity data with the spatial distribution of key species using qPCR, this could provide natural resource managers with the information needed to identify the areas and times that a particular species is in abundance and what other environmental factors are in the same area at that same time. Thus, the detection of a species is spatio-temporally precise to the sampling site.

BACKGROUND: The QuantStudio™ 5 Real-Time PCR System for Human Identification, 96-well, 0.2 mL, desktop is capable of using the primers and probes included in the RapidFinderTM Kit that are the same as those indicated in the official EURL-AP Standard Operating Procedure. The European Union Reference Laboratory for Animal Proteins (EURL-AP) Standard Operating Procedure: Detection of Ruminant DNA in Feed Using Real-time PCR is a binding complement to point 2.2.5. of Annex VI to Commission Regulation (EC) No 152/2009.

● Task 1. The contractor shall supply the computer/laptop, hardware, and software required to operate the Real-time and Digital PCR Systems

● Task 2. The contractor shall provide installation and training for equipment

SPECIAL REQUIREMENTS: By regulation, ruminant analyses must be conducted by the kit specified in the regulations listed above.

DELIVERY SCHEDULE: 30 days from date of award. Items include onsite installation and training.

DELIVERY LOCATION: NOAA/NMFS/National Seafood Inspection Laboratory, 3209 Frederic Street, Pascagoula, MS 39567, ATTN: Stephen Bell

GOVERNMENT FURNISHED RESOURCES: The Government will not furnish any resources to the Contractor in support of this contract.

● Personnel performing work must wear visible identification at all times when physically within Government facilities or on Government premises.

● Personnel performing work will work on-site.

● Personnel performing work will require access to NOAA facilities.

● Personnel performing work will not require a PIV or CAC.

● Personnel performing work will not require a NOAA email address.

● Personnel performing work will not require use of DOC owned IT Equipment (Laptop, Desktop

Computer).

● Personnel performing work will not require Non-Government IT equipment to interconnect to a

DOC network.

● Personnel performing work will not require access to non-public DOC/NOAA data.

● Personnel performing work will not be provided on-site office space with incidental Government

Property (desk, chair, phone, and other similar equipment that remains onsite, per FAR 45.000 (5)

TRAVEL: The contractor will need to travel to the NOAA/NMFS/National Seafood Inspection Laboratory, 3209 Frederic Street, Pascagoula, MS 39567 to perform installation and training. Travel fees will be included in the total firm-fixed price award.

SECURITY REQUIREMENTS: This project is considered low risk. Contractor security requirements are not required for this project.

APPLICABLE STANDARDS:

a. Confidentiality and Data Privacy

This contract may require that services contractors have access to Privacy Information. Services contractors are responsible for maintaining confidentiality of all subjects and materials and may be required to sign and adhere to a Non-disclosure Agreement (NDA).

b. Intellectual Property Rights:

All deliverables are the property of the U.S. Government. All documents, analyses, files (digital or other), reports, notes and photos are to be used only by Contractor personnel assigned to this purchase order.

Documents, files and other data are to be stored exclusively on Government owned equipment and at no point should be saved or archived on personal drives or devices. Copies are not to be disseminated to anyone outside of the NMFS or to any other contractor personnel without explicit release from the Government.

c. IT Security The contractor will require access to Federal Buildings and includes an IT component. The contractor must meet the Department of Commerce IT Security Program Policy and Minimum Implementation Standards and also adhere to NOAA and NMFS security policies.

d. Section 508 Compliance Pursuant to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) as amended by P.L. 105-220 under Title IV (Rehabilitation Act Amendments of 1998), all Electronic and Information Technology (EIT) developed, procured, maintained and/or used under this contract shall be in compliance with the “Electronic and Information Technology Accessibility Standards” set forth by the Architectural and Transportation Barriers Compliance Board (also referred to as the “Access Board”) in 36 CFR Part 1194.

REQUIRED KNOWLEDGE AND EXPERIENCE: The contractor must be an authorized technician of Thermo Fisher Scientific and have knowledge and experience with Thermo Fisher Scientific QuantStudio Real-Time PCR System.
