About this file
This is a Special Notice/Notice of Intent to Sole Source issued by the Department of the Air Force, Air Force Test Center (AFTC/PZRA) at Edwards AFB, California. The notice announces the Air Force's intent to award a sole-source, Firm-Fixed-Price (FFP) commercial purchase order to North Star Imaging, Inc. (NSI), located in Rogers, Minnesota, for a Computed Tomography (CT) Scanner 450 kV High-Energy Upgrade under RFO Part 12 (Commercial Products and Services).
The Air Force Research Laboratory (AFRL/RJPM) requires procurement and turnkey OEM integration of a 450 kV X-ray power source upgrade kit into an existing Government-owned NSI X5000 CT scanner system at Edwards AFB. The requirement includes: supply of a 450 kV X-ray source and high-voltage generator; full mechanical, electrical, firmware, and software turnkey integration into the current X5000 CT cabinet; and preservation of 100% existing 225 kV micro-focus source functionality. The estimated period of performance is eight weeks after receipt of order. NSI is justified as the sole source because its X5000 architecture, software drivers, imaging suite, and radiation safety interlocks are proprietary to NSI, with no third-party vendors or authorized integrators capable of performing the integration without voiding warranty, risking hardware incompatibility, or compromising radiation shielding protocols. The upgrade is immediately required to support the Golden Dome national defense program, as the high-energy source is necessary to penetrate dense solid rocket motor propellant to identify critical defects that the baseline 225 kV source cannot detect.
The notice solicitation reference number is F4FGQR6153A001, posted September 3, 2026, with a response deadline of September 10, 2026, at 4:00 p.m. Pacific Time. Interested sources must submit written capability statements providing evidence of NSI authorization, technical documentation of integration ability, radiation safety compliance verification (21 CFR 1020.40 and EN 61010-2-091:2012), business size, CAGE code, UEI number, and commercial item representations and certifications per FAR Part 12. Responses should be emailed to Contract Specialist Daniel Thompson (daniel.thompson.46@us.af.mil) and Contracting Officer Romina Snyder (romina.snyder.2@us.af.mil; 661-277-0987).

SPECIAL NOTICE / NOTICE OF INTENT TO SOLE SOURCE
Computed Tomography (CT) Scanner 450 kV High-Energy Upgrade
Document Type: Special Notice (Synopsis of Proposed Contract Action) Solicitation/Notice Reference Number: F4FGQR6153A001 Posted Date: 3 September 2026 Response Date: 10 September 2026, NLT 4:00 p.m. Pacific Time NAICS Code: 334516 - Analytical Laboratory Instrument Manufacturing (Size Standard:
1,000 Employees) PSC/FSC Code: 6635 - Physical Properties Testing and Inspection Equipment Contracting Office Address:
Department of the Air Force, Air Force Test Center (AFTC/PZRA) Rocket Propulsion Support Branch 5 S Wolfe Ave, Bldg 2800 Edwards AFB, CA 93524
1. Disclaimer / Introduction
This is a Synopsis of Contract Action (SOCA); this is not a solicitation for proposals and is not to be considered as a commitment by the Government. No reimbursement will be made for any costs associated with providing information in response to this SOCA or any follow-up information requests.
The purpose of this SOCA is to notify industry of the US Air Force’s intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications (small business, large business, etc.) Please do not request a copy of a solicitation, as one does not exist.
The AFTC Contracting Directorate (AFTC/PZRA), Edwards AFB, CA, intends to issue a sole-source, Firm-Fixed-Price (FFP) commercial purchase order under the Revolutionary Federal Acquisition Regulation Overhaul (RFO) in effect through Federal Acquisition Circular (FAC) 2025-007. This action utilizes RFO Part 12 (Acquisition of Commercial Products and Commercial Services) and RFO 12.102(a) (Restricting competition to a Single Source) to award to North Star Imaging, Inc. (NSI), located at 19875 South Diamond Lake Road, Rogers, MN 55374, USA.
2. Description of the Requirement
The Air Force Research Laboratory (AFRL/RJPM) has a requirement for the procurement and turnkey OEM integration of a high-energy Computed Tomography (CT) power source upgrade kit directly into the Government-owned, proprietary North Star Imaging (NSI) X5000 CT scanner system currently located at Edwards AFB, CA.
The minimum Government agency specifications for a suitable upgrade to the current X5000 Computed Tomography system are as follows:
1. 450 kV X-Ray Source: Supply of a 450 kV X-ray source and high-voltage generator.
2. Turnkey OEM Integration: Full mechanical, electrical, firmware, and software turnkey integration of the 450 kV source into the current X5000 CT system cabinet at
AFRL/RJPM.
3. Preserve Baseline Functionality: Turnkey configuration must preserve 100% of the existing 225 kV micro-focus source functionality.
The estimated period of performance is eight (8) weeks after receipt of order (ARO).
3. Sole Source Justification & Technical Realities
The proposed source, North Star Imaging, is the sole manufacturer and direct vendor for internal hardware modifications to their systems. NSI’s X5000 architecture, including its software drivers, imaging suite, and radiation safety interlocks, is strictly proprietary to
NSI.
It was determined that there are no third-party vendors or authorized integrators capable of installing a 450 kV power source into the NSI enclosure without voiding the OEM warranty, risking hardware incompatibility, and potentially compromising critical radiation shielding protocols. There are no other available authorized resellers, distributors, or service integrators for this requirement.
Procuring this turnkey retrofit kit directly leverages the existing Government-owned capital asset. Attempting to integrate third-party components would require costly reverse-engineering of NSI's proprietary controller code or require the redundant purchase of an entirely new commercial system, resulting in a substantial, non-recoverable duplication of cost that the Government does not expect to recover through competition.
The 450 kV upgrade is immediately required to support the Golden Dome program. The high-energy source is necessary to penetrate dense solid rocket motor (SRM) propellant grains to identify critical defects (porosity, cracks, and debonds) that cannot be penetrated by the baseline 225 kV source. Delays or integration failures with a non-OEM integration attempt would result in a critical work stoppage for the national defense mission.
4. Response Instructions for Interested Sources
4. Response Instructions for Interested Sources
There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government’s requirement.
Capability statements must be submitted in writing and must include:
1. Evidence of authorized integrator or distributor status directly certified by North Star Imaging, Inc. (NSI) to perform internal physical and software modifications to the X5000 CT system.
2. Technical documentation proving the ability to perform turnkey mechanical, electrical, and software integration of a 450 kV source into the existing NSI controller architecture (efX software suite) while preserving full dual-tube functionality.
3. Verification that the proposed integration method maintains compliance with 21 CFR 1020.40 and EN 61010-2-091:2012 radiation safety certifications and will be warrantied by the OEM.
4. Business size, CAGE code, and UEI number.
5. Verification of the Offeror’s Representation and Certifications—Commercial Items, and any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12.
All information furnished shall be in writing and must contain sufficient detail to allow the government representative to evaluate and determine if it can meet the requirement.
