About this file

This is a presolicitation notice for a sole-source procurement of a Networked Ride Control System (RCS) Electronics Renewal Package. The National Oceanic and Atmospheric Administration (NOAA), Air Resources Laboratory (ARL), intends to award a purchase order to Naiad Dynamics US, Inc. for the USN SWATH 40ASC vessel's RCS system upgrade. The requirement involves a next-generation Distributed Control System (DCS/NDCS) utilizing Controller Area Network (CAN) bus architecture that functions as an active Total Ride Control System to continuously modulate the vessel's canard and stabilizer fins using electro-hydraulic servo valves and closed-loop digital feedback. This system mitigates pitch, roll, and heave accelerations to reduce operator fatigue and motion sickness while maintaining critical ship stabilization. The associated NAICS code is 334511, and no set-aside applies to this requirement.

The procurement is authorized under FAR 13.106-1(b)(1) based on NOAA's determination that Naiad Dynamics US, Inc. is the sole manufacturer capable of supplying the specific electronics designed to integrate with the vessel's existing stabilization infrastructure. The place of performance is Grand Haven, Michigan, with a performance period extending from the date of award through September 18, 2027. The contracting officer is Barbara Shifflett at NOAA/ARL in Oak Ridge, Tennessee. This presolicitation notice invites firms that believe they can meet the requirements to submit substantiating capability documentation or written requests for additional information, though no formal solicitation package or competitive proposal process is available at this time.
