Conditional pricing, price escalation language, or statements indicating prices are subject to adjustment will render offers nonresponsive. Offerors should submit their best offer with initial submission, as the Government intends to evaluate offers and make award without discussions. All offers must be submitted electronically via email with clear identification of items offered and compliance demonstration, and all questions must be submitted via email only.

The United States Coast Guard Deputy Commandant for Systems (DCS) is issuing this combined synopsis/solicitation on behalf of the Surface Forces Logistics Center (SFLC) to award a firm-fixed-price service contract, as detailed in the attached Statement of Work.

This requirement consists of performing all on-site labor and services to procurement of a replacement DP workstation and the associated engineering services required to install, configure and verify the new system in support of the USCGC Elm. All work must be performed on-site at 37573 Highway 30 Astoria, OR 97103. The planned Period of Performance (PoP) is 5 days from date of award.

This acquisition is a 100% total small business set-aside under NAICS code 336611. The applicable Product Service Code is J020.

The Government intends to evaluate oƯers and award a contract to the responsible oƯeror whose technically acceptable quotation represents the lowest price. To establish technical acceptability, the oƯered services must meet all specifications in the attached Statement of Work. Past performance will also be evaluated on an acceptable or unacceptable basis.

To be eligible for award, the oƯeror must receive a past performance rating of acceptable or neutral, with neutral indicating no relevant performance history, based on government records.

OƯerors shall identify any subcontractors proposed to perform major or critical aspects of the requirement, including but not limited to manufacturing, sourcing, assembly, or fulfillment of the contract. For each such subcontractor, the oƯeror shall provide the subcontractor’s name, address, UEI, and a brief summary of relevant experience and past performance. The Government will evaluate qualifications and past performance of the prime oƯeror and any identified subcontractors as part of the overall evaluation of the oƯeror’s ability to successfully perform the requirement.

OƯerors are encouraged to submit suƯicient descriptive information to demonstrate that the oƯered services meet the requirements of the solicitation. This may include product descriptions, specifications, part numbers, manufacturer information, or other documentation necessary to establish technical acceptability. OƯerors are responsible for ensuring that the items oƯered are correct, complete, and compatible with the Government’s requirements. The Government may consider the oƯeror’s demonstrated understanding of the requirements and ability to reliably source and deliver the required items as part of the evaluation of technical acceptability. Failure to provide correct items or inability to fulfill the requirement after award may render the oƯeror ineligible for award or subject to termination.

Submit oƯers electronically via email to the points of contact identified in this notice. The Government does not prescribe a specific quotation format. OƯerors must submit a quotation that clearly identifies the items oƯered and demonstrates compliance with the stated requirements. Submissions must be complete, clear, and presented in a format that allows eƯective evaluation by the Government. Submit all questions via email to the points of contact identified in this notice. The Government will not accept telephone inquiries.

Submit oƯers on a firm-fixed-price basis. Prices must be all-inclusive and must cover all costs associated with providing the services, including but not limited to manufacturing, packaging, handling, transportation, duties, tariƯs, fees, and any other costs. The Government may consider oƯers nonresponsive if they include conditional pricing, price escalation language, or statements indicating that prices are subject to adjustment based on future costs or fees. The Government intends to evaluate oƯers and make award without discussions; therefore, oƯerors should submit their best oƯer with initial submission.
