About this file
This document is a Justification for Other Than Full and Open Competition for a lease extension for the Bureau of Land Management (BLM) in Salmon, Idaho. BLM currently leases 11,686 rentable square feet (10,252 usable square feet) of office space located at 50 Highway 93 South, with the current lease set to expire on September 30, 2025. The agency is requesting a five-year lease extension until September 30, 2030, to allow time to complete a new lease acquisition for an anticipated larger facility in Idaho Falls.
The justification includes a market survey that found zero comparable properties in Salmon, requiring an expanded search to other Idaho cities to determine office space rates. A cost benefit analysis was conducted, showing no additional moving or tenant improvement costs for the existing location. The lease extension is strategically timed to support BLM's plans for future facility needs, with a right to terminate after the first 36 months and a requirement to quickly relocate if necessary. The document cites statutory authority under 41 U.S.C. §3304 and GSAM 570.405 for pursuing a non-competitive lease extension with the incumbent landlord.
