About this file
This is a Request for Qualifications (RFQ) issued by the Jefferson County Department of Public Works in Missouri for consulting engineering services on the Saline Road Safety Improvements—Phase 4 project. The county is seeking a consulting engineering firm to provide professional services including preparation of preliminary and final construction plans, right-of-way and easement plats, technical specifications, and construction cost estimation. The project scope includes roadway design, surveying, and environmental services, with the consultant potentially responsible for field surveys, archaeological or environmental studies, and geotechnical investigations. Additionally, the consultant will provide limited construction engineering services including staking of new right-of-way corners, setting of pins post-construction, review of shop drawings and material certifications, and responses to requests for information from both the contractor and the county. The project is located on Saline Road from approximately 250 feet south of Hermitage Drive to Diehl Road, spanning 0.80 miles as a safety improvement project. Letters of interest must not exceed four pages and be submitted in five copies by September 25, 2026, at 4:00 p.m. to the Jefferson County Department of Public Works at 725 Maple Street, Room 104, Hillsboro, Missouri 63050. No project briefing meetings will be granted during the RFQ process.
The estimated construction cost for the project is $2.5 million, funded through the Surface Transportation Block Grant Program (STBG-9902(611)). Selection will be based on the Brooks Act criteria evaluated across three categories totaling 100 points: Experience and Technical Competence of the Project Team (30 points maximum), assessing team members' professional work history, consultant firm history with similar projects, and examples of innovative solutions; Capacity and Capability of Firm to Complete the Project (30 points maximum), evaluating prime firm capacity, proposed subconsultants and partnership history, and team capabilities; and Past Record of Performance on Similar Projects (40 points maximum), considering meeting design scopes without undue overruns, meeting schedules, accurate cost estimation with detailed examples, and client references. Prior to submission, firms must have on file or submit with their Letter of Interest a Statement of Qualifications (SOQ) per RSMO 8.285 through 8.291, an Affidavit of Compliance with the federal work authorization program, and a copy of the company's E-Verify Memorandum of Understanding. All consultant questions or requests for information must be submitted in writing to Kurt Wengert, P.E., Public Works Technical Manager, at kwengert@jeffcomo.org or 636-797-5570.
