About this file
This is a Salient Characteristics document for a commercial item procurement that certifies the availability of the required equipment and services in the commercial marketplace. The Department of the Army Materiel Command at Aberdeen Proving Ground is seeking a material lifting system to transport test items up to six feet in length, six feet in width, and seven feet in height, with a maximum weight of 1,000 pounds. The system consists of three primary components: a material elevator with 14 feet of vertical travel to move items between ground floor and mezzanine level; an electric hoist mounted on a movable trolley capable of lifting 1,000-pound loads to heights between three and thirteen feet for placement onto a test machine; and a customizable track system with curved (24-inch radius) and linear (15-18 feet) path capabilities that allows the trolley to navigate around building infrastructure and test machine obstacles with up to five degrees of articulation perpendicular to the track. The track system must be supported from the mezzanine floor structure rather than ceiling-mounted due to interfering obstacles present in the facility.
The contractor must provide ancillary installation services and secure access to Aberdeen Proving Ground. All contractor and subcontractor employees requiring installation access must complete AT Level I awareness training within 30 calendar days of contract start, submit certificates of completion to the Contracting Officer or Contracting Officer's Representative within 30 days of training completion, and comply with personal identity verification requirements per FAR clause 52.204-9. Additionally, all employees must receive briefing on the local iWATCH program within 30 days of contract award and within 15 days of new employee start dates, with results reported to the Contracting Officer no later than 45 days after award. The solicitation is identified as W911QX26QA193 and is structured as a tiered small business set-aside for commercial purchases.
