About this file
This is a Salient Characteristics document certifying commercial availability for a federal procurement. The U.S. Army Research Laboratory at 2800 Powder Mill Road, Adelphi, MD 20783, requires one (1) PentaPod Fusion Splicer (PFS) system. The contracting officer is Phillip J. Amador, with signature dated 3/3/2026.
The PFS must meet nine technical requirements: (1) capability to perform precise fusion splicing of fiber endcaps to optical fibers, including experimental and unconventional fibers; (2) twelve-axis motion control (six axes on fiber side and six on endcap side) with ±6 mm positional travel, less than 0.1 micrometer resolution, and ±6° angular range with less than 0.01° accuracy; (3) circumferential, thermally uniform heating system; (4) ability to handle fiber and endcap diameters from 125 micrometers to 2.5 millimeters, with optional holders up to 12 millimeters; (5) advanced machine vision with orthogonal live views and detailed splice scanning; (6) portability for safe movement between laboratories; (7) inclusion of PC with software, monitor, fiber holder carriages, and accessories such as ball nose driver, spare electrode set, cleaning disc, IPA bottle, and interconnect cables; (8) one-year manufacturer's warranty on parts and labor with optional training; and (9) delivery within twelve weeks after contract award. The document includes a commercial availability certification confirming all salient characteristics are available in the commercial marketplace.

Technical Point of Contact (TPOC) or Contracting Officer’s Representative (COR)
The Government requires one (1) PentaPod Fusion Splicer (PFS) with high accuracy and uniform circumferential heating distribution. The system shall meet the following requirements:
Fusion Splicing System Requirements:
1. Endcap Splicing Capability:
o Shall be capable of performing precise fusion splicing of fiber endcaps to optical fibers, including experimental and unconventional fibers.
2. Twelve-Axis Motion Control:
o Both the fiber and endcap sides shall possess six-axis motion control (X, Y, Z, pitch, yaw, and theta) for a total of twelve axes.
o Motion control shall provide Plus, and minus ±6 mm positional travel with less than (<) 0.1 micrometer (μm) resolution and ±6° angular range with < 0.01° accuracy.
3. Uniform Heating System:
o Shall include a circumferential, thermally uniform heating system to ensure high-quality splicing.
o
4. Large Diameter Handling:
o Shall be able to handle fiber and endcap diameters ranging from 125 μm to 2.5 millimeter (mm), with optional holders for diameters up to 12 mm.
5. Advanced Machine Vision:
o Shall feature orthogonal live views and detailed splice scanning for quality assurance and process customization.
6. Portability:
o The system shall be portable and capable of being safely and readily moved between different laboratories to perform a variety of tasks.
7. Accessories and Software:
