This document is a Statement of Objectives outlining salient characteristics for the procurement of material testing equipment by the 819th RED HORSE Squadron (RHS).
The 819th RHS requires procurement of a Troxler Model 4540 Egauge nuclear density gauge to support heavy construction mission needs. The equipment is self-contained with no personnel exposure hazards and requires no additional approvals or certifications. The gauge must include the following components: single locking travel case with appropriate transport labels, capability to test both soil and asphalt densities, moisture content probe, probe serial cable, 12-inch rod with 2-inch increments, 12-inch minimum drill rod, extraction tool, scraper plate, and AC/DC charger. The equipment is certified for air travel and features a low-activity source exempt from licensing in the USA. Parts procurement and installation must be completed by August 4, 2025, to meet construction requirements.
Delivery of contract items shall be made to the 819th RHS at Malmstrom Air Force Base, Montana. The contractor is responsible for ensuring delivery personnel receive approval for base entry and must coordinate delivery scheduling with a member of the 819th RHS Team. The 341 CONS office will provide contact information upon contract award. If commercial delivery services are utilized, delivery will be made to the 819th RHS receiving area, with the specific address provided following award.

Material Testing Equipment
Salient Characteristics
1. The 819th RED HORSE Squadron (819 RHS) is procuring a nuclear density gauge in order to meet mission needs and requirements for heavy construction. The item in specific is the
Troxler Model 4540 Egauge.
2. The equipment is self-contained and does not create exposure hazards to personnel handling it. No further approvals, or certifications required.
a. System is certified for air travel
i. Single locking travel case with appropriate labels for transport required
ii. Able to test both soil and asphalt densities
iii. With moisture content probe provided
iv. Probe serial cable provided
v. Low activity source, exempt from licensing in USA
vi. 12” rod with 2” increments
vii. 12” minimum drill rod provided
viii. Extraction tool provided
ix. Scraper plate provided
x. AC/DC charger provided
xi. Parts procurement and installation must be completed by 4 August 25 in order to meet construction requirements.
3. Contract items shall be delivered to 819th RHS. Delivery services will be required to have access to Malmstrom AFB, MT and are responsible for ensuring delivery personnel are approved for entry. Escorts are made available on a case-by-case basis. If commercial delivery means are used, delivery will be to 819 RHS receiving area and address will be provided upon award.
4. Delivery scheduling will need to be coordinated with a member of the 819 RHS Team.
