About this file
This is a Salient Characteristics document for a federal procurement of a surgical liposuction aspirator system by the Department of Plastic Surgery at William Beaumont Army Medical Center (WBAMC) located at Fort Bliss, Texas.
The procurement requires one FDA-approved Aspirator, Surgical, Liposuction System with installation training to address medical readiness for Active-Duty soldiers with symptomatic macromastia. The system must feature specific technical specifications including a 36 kHz ultrasonic operating frequency, solid grooved ultrasonic probes capable of fat emulsification, an Infiltration and Aspiration console with precise suction pressure control, a peristaltic infiltration pump, digital readout for fluid tracking up to 4,500 mL, attachment capability for up to four 1,250 mL collection canisters, and a wireless footswitch. The seller must be an authorized OEM dealer, distributor, or reseller and provide two copies of the operator/user manual along with OEM warranty coverage. Delivery must occur within 60 calendar days from contract award during business hours (08:00-15:00 MST, Monday-Friday), with three business days' advance notice to the contracting officer representative and full responsibility for offloading and inside delivery. Installation by an authorized OEM installer must be arranged within five business days of award and include onsite clinical staff training for two clinical engineers and clinical staff, with attendance rosters provided upon completion. Installer access requires coordination through the Chaffee Visitor Control Center or Buffalo Soldier Visitor Control Center, check-in at the WBAMC Provost Marshall Office, and safety briefing from the WBAMC Safety Office, with the installer required to provide company safety program documentation.
