Salient Characteristics

Commercial Availability Certification:

I have evaluated the commercial marketplace and determined that all of the salient characteristics documented below are available in products/services offered in the commercial marketplace.

The Contractor shall provide two (2) tribometers meeting the following Government minimum requirements:

Main Tribometer Frame Requirements:

• (A) Main Tribometer Frames:

o The Contractor shall provide two (2) main tribometer frames meeting the following requirements:

The tribometer shall have an open frame design allowing for:

• Hand access to the specimen mounts and fasteners.

• Hand access to modules, component, drives, cables, and other items needed to change the operating mode of the tribometer.

• Integration of additional observation equipment such as objective lenses, acoustic emission sensors, other surface mounted or non-contact sensors.

The tribometer, fully assembled with modules shall be able to fit within a space (Length (L) x Width (W) x Height (H)) of 30inches

(in) x 36in x 72in.

Tribometer Module Requirements:

The Contractor shall ensure the following tribometer modules are interchangeable and compatible between and with the two (2) tribometers. The Contractor shall provide the modules in the quantities outlined below assuming each module is a separate item unless specified.

• (B) Force Measurement and Application Modules:

o (B1) The Contractor shall provide two (2) modules for low load applications as specified below:

The module shall be compatible with all other modules for the tribometer.

The module shall be able to apply a normal force (load) to the specimen that is continuously variable in the range of 0 to 20 Newtons (N).

The module shall be capable of measuring the friction force (perpendicular to the normal force) of at least 20N with maximum nonlinearity of 1 percent (%) full scale of the calibrated range.

The module shall be capable of measuring a normal force of at least 20N with maximum nonlinearity of 1% full scale of the calibrated range.

o (B2) The Contractor shall provide two (2) modules for medium load applications as specified below:

The module shall be compatible with all other modules for the tribometer.

The module shall be able to apply a normal force (load) to the specimen that is continuously variable in the range of 0 to 200N.

The module shall be capable of measuring the friction force

(perpendicular to the normal force) of at least 200N with maximum nonlinearity of 1% full scale of the calibrated range.

The module shall be capable of measuring a normal force of at least 200N with maximum nonlinearity of 1% full scale of the calibrated range.

o (B3) The Contractor shall provide one (1) load module for high load applications as specified below:

The module shall be compatible with all other modules for the tribometer.

The module shall be able to apply a normal force (load) to the specimen that is continuously variable in the range of 2 to 2000N.

The module shall be capable of measuring the friction force

(perpendicular to the normal force) of at least 2000N with maximum nonlinearity of 1% full scale of the calibrated range.

The module shall be capable of measuring a normal force of at least 2000N with maximum nonlinearity of 1% full scale of the calibrated range.

o (B4) The Contractor shall provide two (2) piezo-electric force transducer modules capable of measuring the friction force (perpendicular to the normal force) in reciprocating contact of at least 40N with maximum nonlinearity of 1% full scale of the calibrated range.

o (B5) The Contractor shall provide one (1) vertical force module capable of measuring the normal force during hardness measurement at least 2000N with maximum nonlinearity of 1% full scale of the calibrated range and should be compatible with the high-temperature chamber.

• (C) Specimen Mount Modules o The Contractor shall supply the following modules made of stainless steel or aluminum:

(C1) At least one (1) module for flat block pin specimen (for conformal contacts with the opposing flat specimen) for reciprocating pin-on-flat, rotary pin-on-disk, and pin-on-ring modules

(C2) At least one (1) module for disk specimens for use with all rotary pin-on-disk modules. The requirement from this module can be fulfilled by another module.

(C3) At least one (1) module for and tips for hot hardness indentation for use up to 1000 Celsius (˚C) with at least one (1) high temperature Rockwell tip.

(C4) At least two (2) modules for flat specimens for reciprocating pin-on-flat modules as specified below:

• Height between 0.1 to 0.3in (approximately 2.5 to 7.5 millimeters (mm)) and L x W up to at least 1.4in x 1.4in (35.6 mm x 35.6 mm)

• Flat specimens of 0.20in thickness and 1.0in diameter (cylindrical flats)

(C5) At least two (2) modules for cylindrical pin specimens (for line contact with flat) at approx. a length of 0.5in and diameter of 0.25in for reciprocating pin-on-flat, rotary pin-on-disk, and pin-on-ring modules where the axis of the cylindrical pin is parallel to the sliding direction.

(C6) At least two (2) modules for cylindrical pin specimens (for line contact with flat) at approximately a length of 0.5in and diameter of 0.25in for reciprocating pin-on-flat, rotary pin-on-disk, and pin-on-ring modules where the axis of the cylindrical pin is perpendicular to the sliding direction.

(C7) At least four (4) modules for pin mounts for ball specimens 12mm in diameter for reciprocating pin-on-flat, rotary pin-on-disk

• (D) Reciprocating Pin-on-Flat with Lubrication Modules o The Contractor shall supply one (1) module for performing reciprocating pin-on-flat experiments with lubricant that meet the following requirements with none of the requirements being mutually exclusive of another:

The stroke length shall be adjustable up to 0 to 1in (25 mm) with the ability to achieve stroke lengths of 1, 2.5, 5, 10, 16, 20, and 25mm.

The reciprocating frequency shall be adjustable from 2 to at least 50Hz.

The module shall be able to achieve a reciprocation frequency of up to 50Hz at a 1mm stroke length and 20Hz at a 25mm stroke length.

There shall be a liquid bath made of stainless steel or aluminum which is compatible with oil, fuel, and water.

The chamber shall be able to maintain a temperature of at least 200˚C).

The module shall include horizontal position detector of the relative pin/flat displacement with a range of at least 0 to 25mm and at least 25 micrometer (µm) resolution.

• (E) Rotary Pin-on-Disk with Lubricants Modules o The Contractor shall supply one (1) module for performing rotary pin-on-disk experiments with lubricant, where a non-rotating pin specimen comes into contact with the flat face of a rotating cylindrical specimen, that meet the following requirements with none of the requirements being mutually exclusive of another.

The module shall allow for rotation speeds between 50 and at least

2000 revolutions per minute (RPM).

There shall be a liquid bath which is compatible with oil, fuel, and water.

The chamber shall be able to maintain a temperature of at least

200˚C.

• (F) High Temperature Chamber for Rotary Pin-on-Disk Module o The Contractor shall supply one (1) module for performing rotary pin-on-disk experiments at high temperature, where a non-rotating pin specimen comes into contact with the flat face of a rotating cylindrical specimen, that meet the following requirements with none of the requirements being mutually exclusive of another:

This module shall utilize components from the rotary pin-on-disk module or be completely independent.

The module shall allow for rotation speeds between 50 and at least

600RPM.

The chamber shall be able to maintain a temperature of at least

1000 ˚C.

• (G) High Frequency Reciprocating Pin-on-Flat with Lubrication Modules o The Contractor shall supply two (2) modules for performing high frequency reciprocating pin-on-flat experiments with lubricant that meet the following requirements with none of the requirements being mutually exclusive of another:

The stroke length shall be adjustable up to at least 4mm.

The reciprocating frequency shall be adjustable up to least 200Hz There shall be a liquid bath made of stainless steel or aluminum which is compatible with oil, fuel, and water.

The chamber shall be able to maintain a temperature of at least

200˚C.

The module shall include horizontal position detector of the relative pin/flat displacement with a range of at least 0 to 4mm and at least 5µm resolution.

• (H) Confocal Profiler Module o The Contractor shall include one (1) module for confocal optical surface topography measurements that meet the following requirements with none of the requirements being mutually exclusive of another:

The profiler will include a 5x objective lens.

The profiler will include a 10x objective lens.

The vertical (z-axis) resolution of the profiler shall be 0.1µm or better.

The lateral resolution of the profiler shall be 5µm or better.

• (I) Optical Imaging System Module o The Contractor shall include one (1) module for taking digital color optical images that meet the following requirements with none of the requirements being mutually exclusive of another:

The imaging system shall include camera resolution at least 2 megapixels.

The imaging system shall have brightfield and darkfield imaging modes.

• (J) Electrical Contact Resistance Sensor Module o The Contractor shall include one (1) module for measuring electrical contact resistance in the contact between test specimens.

• (K) Environmental Enclosure Module o The Contractor shall provide one (1) module for atmospheric environmental control meeting the following requirements with none of the requirements being mutually exclusive of another:

The environmental enclosure shall be compatible with the high-frequency reciprocating pin-on-flat modules for the tribometer under their full range of operation.

The environmental enclosure shall be resistant to damage when operating the tribometer with the oil fuel or water in the liquid bath made of stainless steel or aluminum.

The environmental enclosure shall allow for introduction of an inert gas of an overpressure of at least 500 Pascal (Pa).

The enclosure shall be able to fit within a space (LxWxH) of 30in x 36in x 36in.

Additional Tribometer Requirements:

• (L) Load Calibration Kit o The Contractor shall include one (1) load calibration kit.

• (M) Data Acquisition Hardware and Software o The Contractor shall provide two (2) data acquisition (DAQ) systems (one

(1) for each tribometer) meeting the following requirements with none of the requirements being mutually exclusive of another:

Shall allow for continuous data acquisition and logging at an adjustable rate up to at least 1 kilohertz (kHz) for friction, applied load, speed/frequency, temperature, electrical contact potential.

Shall have at least two (2) thermocouple channels with the option of adding more in the future.

Shall allow for burst acquisitions of data for friction and stroke/horizontal position with the following properties:

• A data acquisition rate of at least 25kHz shall be possible during the burst acquisition.

• A period of at least two (2) seconds shall be possible for each burst acquisition.

• The minimum interval between the start of two (2) subsequent bursts shall be two (2) seconds or shorter.

• The burst acquisition requirements can be met by continuous acquisition capabilities.

Shall include at least one (1) trigger channel for high-speed data synchronization with an external device.

Shall include at least two (2) additional analog input channels for simultaneous recording of a voltage from an external device.

o The Contractor shall provide two (2) computers (one (1) for each tribometer) equipped with all software required for tribometer operation.

The computers shall be a desktop or a laptop.

The computers shall come with Windows 10 or Windows 11 operating systems.

The Contractor shall be responsible for providing any ancillary equipment (e.g. keyboard, mouse, monitor, charger, etc.)

necessary for operation of the computers.

The software shall be compatible with the above operating system.

The software shall record data for the load cells (lateral and vertical), position, friction, temperature, and any other sensors data being acquired.

Recorded data shall be able to be exported to an open, non-proprietary file type (e.g. csv, txt)

• (N) Standard Test Capabilities o The two (2) tribometers must be capable of performing an American

Society for Testing and Materials (ASTM) D6079 test (Standard Test Method for Evaluating Lubricity of Diesel Fuels by the High-Frequency Reciprocating Rig (HFRR)) o The two (2) tribometers must be capable of performing an ASTM C1624 test (Adhesion Strength and Mechanical Failure Modes of Ceramic Coatings by Quantitative Scratch Testing)

• (O) Delivery/Installation and On-Site Training o The Contractor shall deliver and install the two (2) tribometers at the

Government end-user facility in Aberdeen Proving Ground (APG), MD and provide five (5) Government end users with a minimum of three (3) days of on-site training on the acquired tribometer technology.

• (P) Warranty o The Contractor shall provide a minimum two (2) year (24 month) standard warranty on all parts and labor provided under this contract.

• (Q) Acceptance Test and Acceptance Test Report o The Contractor shall ensure the two (2) tribometers are fully installed and operational per the Government's minimum requirements outlined within this Salient Characteristics document by conducting and documenting a comprehensive Acceptance Test of the tribometers and all Government required features and components. The Contractor shall detail the results of the Acceptance Test in an Acceptance Test Report to be delivered to the Government in Contractor electronic format. Upon receipt of the

Acceptance Test Report, the Government will have five (5) business days to review and provide feedback on the Acceptance Test Report to the Contractor. Upon receipt of Government feedback, the Contractor shall have five (5) business days to address Government feedback and provide an updated Acceptance Test Report to the Government. The Contractor shall repeat the aforementioned process until the Government approves the Acceptance Test Report.

• (R) Tribometer Documentation Packet: The Contractor shall provide one (1) Tribometer Documentation Packet for the tribometer technology provided under this contract. The Contractor shall ensure the Tribometer Documentation Packet is in reproducible electronic format and includes the following:

o User manual(s) for all tribometer technology provided under this contract.

The Contractor shall ensure user manual(s) specifies the procedures for safe equipment use and maintenance related to the tribometer technology.

o Technical specification sheets, drawings, and data related to all tribometer technology provided under this contract.

o Warranty information related to all parts and labor provided under this contract.

• (S) Contract Completion o Completion of contract required within 16 weeks after contract award

(ACA).

Anti-Terrorism and Operations Security (AT-OSPEC) Requirements:

Access and general protection/security policy and procedures. This standard language is for Contractor employees with an area of performance within Army controlled installation, facility, or area. Contractor and all associated sub-Contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in Contractor security matters or processes.
