About this file

This document outlines requirements for software licensing and renewal in support of the Mission Command Training Program contract. The Army seeks proposals for an Analytic Collaboration Tool, WCOPFOR Intelligence Analysis and REDCOP Tool, and Analytic Collaboration Tool systems management. The software supports MCTP's IT architecture and training mission. Proposals and quotes will be evaluated separately under NAICS codes 513210 for the software licenses and 611699 for the training contract. Feedback on the revised procurement approach and software requirements is requested by February 6, 2024. The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis will serve as the contracting agency.

(At this time, this Software License contract anticipates a period of performance of one base year plus two option years that will closely align to the period of performance for the large MCTP training contract.)

1. Analytic Collaboration Tool.

Contractor shall provide a distributed collaborative analytic tool that captures and centralizes data to provide the ability to see/query/report Live & Historical simulation data, providing digital products (visual and data) supporting After Action Review (AARs) production, exercise management and support key leader briefs for the US Army Mission Command Training Program (MCTP), Fort Leavenworth, KS.

Salient characteristics include:

⮚ Data: System provides collection of data from the Joint Land Component Constructive Training Capability (JLCCTC) (Includes Warfighter functional areas: Ground, Air, Logistics, Intel, Fires). Provides a Collaborative environment with file share and web-based tools that can be distributed over the network to all exercise locations. Allows user access to exercise portals and enterprise e-mail, supports on-site and off-site redundancy for data product sharing and storage, and store products for use in future exercises. Provides internal collaborative Microsoft Office capability (E-Mail/Chat/Exercise/SharePoint/MS Teams/File share) across LAN/WAN Local Area Network (LAN)/Wide Area Network (WAN). The LAN/WAN rides on the SIPRNet backbone. It must be able to operate and be updated on MCTP’s SIMLAN. (Distributed and stand-alone) Analytic Collaboration tool architecture must have the technical capacity to support a minimum of 150ea Client devices. Provides reporting Analytic tool that will provide data scaling for use in After Action Review (AAR) themes. Generates automated and specialized reports based off Warfighter Simulation (WARSIM) and other JLCCTC data sources, providing customized real time and/or selected historical reports within specified time frames. Minimum report focuses areas include combat power, combat effectiveness, weapon counts, logistical status, volume of fire, etc. Exportable to Microsoft Office applications such as PowerPoint.

⮚ Visual: Tool will generate a Visual virtualized 3D map capability to be displayed on-going during the exercise as a Common Operational Picture (COP), that supports user-initiated replay of recorded and live time-stamped simulation operations. Visual Briefing Examples: 12 Hour simulation of ground truth summaries, COP review, and 4-8 Hour rolling summaries as shifts progress. Performs Geographic Information System (GIS) visual analysis and display for terrain “reconnaissance” and display of exercise units as portrayed in the WARSIM platform on digital map systems. Analytical tool will provide Key leader on the spot simulation situational awareness of events as they develop and complete. Used to prepare a geo-centric representation of the Warfighter Exercises (WFX) Battlespace.

2. WCOPFOR Intelligence Analysis and REDCOP.

The Contractor shall provide an automated World Class Opposing Force (WCOPFOR) Common Operational Picture (REDCOP) and intelligence analysis capability that will interface with WARSIM to competitively post, process, and analyze WCOPFOR unit location data and intelligence information with minimal staff to produce a COP providing friendly and enemy locations and information across echelons during the course of a Warfighter Exercise. The contractor shall propose a solution to provide an automated WCOPFOR Common Operational Picture (WCOPFOR/COP) and intelligence analysis capability that will interface with WARSIM as described in this paragraph.

⮚ WCOPFOR Red Intelligence Analysis / Near Peer Intel Analysis: Low- overhead tool that provides competitive, partially-processed intelligence reporting to the World Class OPFOR. Performs the analysis functions of an Analysis and Control Element (ACE) and other mid-level intelligence processing to reduce intelligence personnel requirements. Provides display of intelligence data and other simulated intelligence sources to dedicated Intel workstations for analysis. Aggregates raw information received from OPFOR intelligence collection sources in WARSIM and presents a COP of Visualize the Enemy (BLUFOR) unit locations.

• Replicate near-peer threat capabilities. System provides collection of data from the Joint Land Component Constructive Training Capability (JLCCTC) (Includes the following Warfighter functional areas: Ground, Air, Logistics, Intelligence, Fires).

· Technical review may include inspection and/or testing of the proposed software (SW) before it is deemed technically acceptable.

· Historically, Government reviews have considered the following standards: Standard 1 - The OPFOR is adequately resourced to replicate a realistic threat and other directed training. Standard 2 - Leaders, planners, OC/Ts, OPFOR and role players are trained and knowledgeable about the OE and its impact on military operations. Standard 3 - The CTC plans, implements and resources replication of complex and interrelated operational variables for the type of exercise and IAW senior Army leader directives, exercise director’s guidance & RTU CDR’s training objectives. Standard 4 - The CTC replicates/executes complexities of the Multi-Domain OE within Live, Virtual, and Constructive Decisive Action training exercises or other directed training.

· IAW AR 350-2 para. 3-1(c), “Scenarios for Army training will include the concept of a ‘level playing field’ and an equal chance at exercise start for either side, OPFOR or blue forces (BLUFOR), to achieve victory. Training events will be structured for maximum free play, including an opportunity for the OPFOR to ‘win’ the fight.”

· IAW TRADOC Regulation 350-50-3 para. 5-4 “The intent of this document is to provide standard rules and workarounds to ensure a “level playing field” during simulation driven exercises. Simply stated, both the Blue Force and OPFOR have equal opportunity to gain advantage over one another by application of doctrine, tactics and force levels.”

• Provides a Collaborative environment with file share and web-based tools that can be distributed over the network to all exercise locations.

• Allows user access to WCOPFOR portals and enterprise e-mail, supports on- site and off-site redundancy for data product sharing and storage, and store products for use in future exercises.

⮚ REDCOP Workstation / Near Peer Mission Command System: REDCOP capability will provide WCOPFOR role-players in the Main and subordinate Command Posts (CP) with a competitive Common Operating Picture (COP) using visual analysis and display for terrain “reconnaissance” and display of exercise units as portrayed in the WARSIM platform on digital map systems. System provides collection of data from the JLCCTC (Includes Warfighter functional areas: Ground, Air, Logistics, Intel, Fires).

• REDCOP workstations will provide users with real-time situational awareness, collaboration, (E-Mail/Chat/Exercise/SharePoint/MS Teams/File share) across Local Area Network (LAN)/Wide Area Network (WAN), and Visual virtualized 3D map capability.

• Allows user access to WCOPFOR portals and enterprise e-mail, supports on- site and off-site redundancy for data product sharing and storage, and store products for use in future exercises.

• BLUFOR firewalled from accessing WCOPFOR files and sensors. WCOPFOR firewalled from accessing BLUFOR files and sensors.

• Products from this platform may be used for emerging CAC, CAC-T and Army initiatives as directed by the MCTP Commander.
