About this file
This is a Salient Characteristics document for Heavy Equipment Attachments for Rapid Airfield Damage Repair (ADR) required by the 161st Engineer Support Company, 20th Engineer Brigade. The Government seeks a complete saw package configured for the M400T Skid Steer Loader and IHMEE Tractor Wheeled Individual, designed to rapidly cut dense reinforced concrete in contested environments. The contract structure includes nine contract line items (CLINs): the primary saw package with skid steer attachment and Army 24-volt electrical modifications (CLINs 0001-0001AB); supporting components including a 42-inch guard assembly, steel pillow block assembly, and hydraulic hose kit (CLINs 0001AC-0001AE); three diamond cutting blades in varying sizes and specifications for concrete and asphalt applications (CLINs 0001AF-0001AH); and shipping to Fort Bragg, NC 28310 on an FOB Destination basis (CLIN 0002).
The saw package must possess the capability to cut up to 18-inch-thick reinforced concrete and physically and hydraulically mount seamlessly on both specified platforms with all necessary interchangeable mounting brackets, adapter plates, and hydraulic hose/coupler configurations included. The equipment must feature a 60cc motor for standard flow and fully integrate with existing Army 24-volt electrical systems through a modified auxiliary power receptacle and external hand controls. All components and consumables must be OEM-compatible or integrate without further Government modification. All equipment must be strictly new and in original condition, with standard commercial operator and maintenance manuals provided. A standard commercial manufacturer warranty must be included and take effect upon Government acceptance. Delivery of all items must be completed FOB Destination and ready for use no later than 01 June 2026.
