About this file

This document is a Salient Characteristics specification dated August 10, 2026, for the procurement of Security Forces Utility Terrain Vehicles (UTVs). The Government seeks to acquire two (2) commercially available UTVs to support Security Forces routine boundary checks, perimeter patrols, and equipment transport on unpaved and rugged terrain where standard patrol trucks cannot safely operate.

The UTVs must meet specific technical requirements including a minimum 950CC gasoline engine with 60 HP, automatic four-wheel drive transmission (with High, Low, Neutral, and Reverse gears), and a minimum top speed of 45 mph. Each vehicle must feature a two-passenger seating configuration with 3-point safety seatbelts, a fully enclosed factory hard cab with integrated climate control (air conditioning, heater, defroster), front windshield with wipers, and a low-profile LED emergency lightbar suitable for law enforcement operations. Additional requirements include a rear-mounted utility cargo bed with 500 lbs minimum payload capacity, drop-down tailgate, minimum 10-inch ground clearance, maximum 65-inch vehicle width, heavy-duty All-Terrain or Mud-Terrain tires with 6-ply minimum rating, integrated Roll-Over Protective Structure (ROPS), and a neutral dark factory-standard finish (black, dark green, or dark gray). Vehicles must be delivered fully assembled and operational within 120 calendar days of contract award, with handover materials including two sets of keys per vehicle, OEM operator manuals, maintenance schedules, and standard warranty documentation. A minimum 12-month standard manufacturer warranty is required, commencing upon Government acceptance.
