About this file
This is a salient characteristics document for a respirator fit testing equipment procurement by the VA New Mexico (Albuquerque) Healthcare System. The government is seeking to acquire four (4) TSI Incorporated PortaCount Respirator Fit Testers (Model 8048), along with four accessory kits and four filtering facepiece fit testing kits on a one-time basis for the Path and Lab department. The equipment must measure the effectiveness of various tight-fitting respirator types, including full-facepiece elastomeric, half-facepiece elastomeric, and multiple NIOSH and European filtering-facepiece standards (Series 100, 99, 95, FFP1, FFP2, and FFP3).
The required equipment must comply with OSHA, CSA, HSE INDG, ANSI/ASTM, ISO, INRS, and JIS standards and feature an interactive user interface with animated graphics for test results and troubleshooting. Critical operational requirements include the ability to use microscopic particles in ambient air to compute fit factors, generate particles, operate for six hours on a full charge, and connect to computers via WiFi, USB-A, or USB-C for software operation and data export. The solicitation (36C26226Q1299) is issued as a Request for Quotation (RFQ) and is set-aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). The acquisition is managed by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22.
