Salient Characteristics

Commercial Availability Certification:

I have evaluated the commercial marketplace and determined that all of the salient characteristics documented below are available in products/services offered in the commercial marketplace.

The Contractor shall provide one (1) Electrostatic Discharge (ESD) Machine that meets the stated Salient Characteristics and shall be shipped FOB Destination to Aberdeen Proving Ground (APG):

• The Electrostatic Sensitivity Tester shall meet the criteria as set forth in MIL- STD-1751A, Group 1030, Methods 1031, 1032 and 1033 also the Criteria in

NATO STANAG 4490.

• The power supply shall provide at a minimum a single, regulated output of five

(5) kilovolts direct current (kVdc) at ten (10) milliamperes to charge the capacitors.

• The capacitor bank consists of at a minimum of 11 capacitors which vary in capacitance from 0.0001 to 0.5 Farad capacitance (cF) and are rated for ten (10) Kilovolt (kV) working voltage.

• Each of the capacitors shall be wired to a capacitor selector switch which allows only one (1) of the capacitors to discharge at a time.

• The discharge apparatus consists of a needle electrode and a grounded sample post which form a point-to-plane electrode geometry.

• The needle electrode is connected to a Teflon push rod which allows movement of the electrode towards the sample holder post. The charged upper electrode is released and moves downward to the preset gap distance. The needle will puncture the tape, penetrate the sample materials, discharge through the interstices of the material, and rise again to its initial position.

• The contractor must provide a conceptual drawing of its approaching needle design as referenced in MIL-STD-1751A, Group 1030, Method 1033.

• Delivery shall be 90 days after contract award (ACA)
