About this file
This is a Salient Characteristics Certification document for a commercial availability evaluation prepared by the Army Research Laboratory (ARL). The High Frequency Electronics and Materials branch within the Advanced Photonics, Electronics, and Quantum Sciences division requires the procurement of one (1) Helium leak checker with specific technical and operational requirements. The device must support both vacuum leak detection and sniffing leak detection capabilities, with a backing pump capacity of minimum 15 cubic meters per hour and helium pumping speed of minimum 2.5 liters per second. Critical performance specifications include a minimum detectable leak rate of 1e-13 Pa·m³/s for vacuum mode and 1e-8 Pa·m³/s for sniffing mode, response time under one second, and the ability to detect 4He, 3He, and H2 gases.
The equipment must meet specified physical and operational constraints including weight not exceeding 56 kilograms, dimensions not exceeding 547 x 375 x 389 millimeters, start-up times not exceeding five minutes, operating temperature range of 10-40 degrees Celsius (with operational capability at 0-45 degrees Celsius), sound pressure not exceeding 54 decibels, and input voltage compatibility of 100-110 VAC at 50/60 Hz. The device must feature a programmable and configurable user interface with onboard data storage, operate with oil-based roughing pump systems, and be equipped with a sniffer probe. The procurement includes a connection kit with ISO-KF hose, clamping and centering rings (minimum 1 meter in length). Delivery is required Free on Board to the Army Research Laboratory Shipping & Receiving facility in Adelphi, Maryland no later than 30 June 2026.

Salient Characteristics
Commercial Availability Certification:
I have evaluated the commercial marketplace and determined that all the salient characteristics documented below are available in products/services offered in the commercial marketplace.
The High Frequency Electronics and Materials branch within the Advanced Photonics, Electronics, and Quantum Sciences (APEQS) division at the Army Research Lab (ARL) requires one (1) Helium leak checker with the following minimum characteristics:
1. Must be capable of both vacuum leak detection and sniffing leak detection.
2. Backing pump capacity must be a minimum 15 cubic meters per hour (m3/hr)
3. Helium pumping speed must be a minimum of 2.5 liters per second (l/s).
4. Must have a minimum detectable leak rate of 1e-13 Pascals * cubic meters per second (Pa * m3/s)
5. Must have a minimum detectable leak rate for sniffing of 1e-8 Pa * m3/s.
6. Test inlet pressure must in leak test mode must be 15 hectopascal (hPa).
7. Must have a response time of less than one (1) second.
8. Must be able to detect 4He, 3He, and H2 gases.
9. Must have start-up times must not exceed five (5) minutes with or without calibration.
10. Weight must not exceed 56 kilograms (kg).
11. Dimensions must not exceed 547 x 375 x 389 millimeters (mm).
12. Must have a programmable and configurable user interface.
13. Must be able to store data in the system itself.
14. Must be equipped with a sniffer probe.
15. Must be operable between 10 degrees Celsius (°C) and 40°C.
16. Sound pressure must not exceed 54 decibels (dB).
17. Must operate between zero (0)° and 45°C.
18. Must operate at input voltages 100 – 110 Volts alternating current, 50/60 Hertz (Hz)
19. Must be designed to work with a system that uses an oil-based roughing pump.
20. Must include a connection kit for connecting to the system to be leak tested.
a. Must contain ISO-KF hose, clamping and centering rings, and be minimum of 1 meter in length.
The Contractor shall deliver one (1) Helium leak checker with the above salient characteristics with Free on Board (FOB) Destination to the following address no later than (NLT) 30 June 2026.
