About this file

This is a Salient Characteristics document certifying the commercial availability of an optical spectrum analyzer (OSA) required by the Army Research Laboratory (ARL). The document outlines minimum technical specifications for one optical spectrum analyzer with the following key requirements: wavelength measurement capability from 600 nanometers to 1750 nanometers, dynamic range of at least 58 decibels at ±0.4 nanometer peak wavelength, resolution accuracy of 0.03 nanometers at highest accuracy setting, optical sensitivity of negative 90 decibel-milliwatts, wavelength accuracy of ±20 picometers, and wavelength accuracy of 50 picometers in the 1530-1570 nanometer range. The equipment must feature ferrule connector (FC) optical connectors, include a screen/monitor display, and be powered by standard North American 120 VAC 60 Hertz 15-ampere electrical outlets.

This salient characteristics document supports Solicitation Number W911QX26QA173, a 100% small business set-aside solicitation issued by the Department of the Army Materiel Command, Army Contracting Command at Aberdeen Proving Ground. The document serves as certification that all specified characteristics are commercially available in the marketplace, establishing the baseline technical requirements for potential vendors responding to the procurement opportunity.

Signature (typed name): _______________TBD______________ Technical Point of Contact (TPOC) or Contracting Officer’s Representative (COR)

The Army Research Laboratory (ARL) requires one (1) optical spectrum analyzer (OSA) with the following minimum salient characteristics:

1. Capable of measuring light in the wavelength range of 600 nanometers (nm) to 1750nm.

2. Dynamic range of at least 58 decibels (dB) at +-0.4nm peak wavelength.

3. Resolution accuracy of at 0.03nm at highest accuracy setting.

4. Negative (-) 90 decibel-milliwatts (dBm) lowest optical sensitivity.

5. +- 20 picometer (pm) wavelength accuracy.

6. Must have ferrule connector (FC) Optical Connectors.

7. Wavelength accuracy of ±50 pm (1530 nm to 1570 nm)

8. Must be powered by a North American standard 120 VAC 60 Hertz (Hz) 15A outlet.

9. Must have a screen/monitor
