About this file

This is a Statement of Objectives (SOO) for a Mobile Breathing Air Compressor Trailer to be delivered to Travis Air Force Base Fire Department.

The government seeks a self-contained, trailer-mounted breathing air compressor system designed to support fire and emergency operations by refilling Self-Contained Breathing Apparatus (SCBA) cylinders at incident scenes and remote locations. The unit must be manufactured in compliance with National Trailer Manufacturers Association (NATMA) guidelines and NFPA 1901 2016 edition standards. Key technical requirements include: a 2-position containment fill station accommodating SCBA or SCUBA cylinders up to 31 inches in length; dual diesel and electric capability for compressor operation; high-gloss powder coat paint finish; hydraulic surge brakes with breakaway actuator; bulk fill pneumatic logic; ASME, UN/ISO, or approved equivalent storage cylinders; heavy-duty structural steel frame; shore power electrical connections; weather-resistant protective covers; elevated mast scene lighting with auxiliary power; electronic moisture-monitoring system for purification cartridges with operator alerts; and production of clean, dry, breathable air meeting NFPA and OSHA standards. The unit must include a spare tire and wheel chocks with fender well storage, be towable by approved department vehicles, and compatible with storage and operational requirements. Delivery must occur between 90 to 120 days from award, with freight to Travis Air Force Base Fire Department included. Factory-certified or factory-authorized technician startup and orientation is required.

Mobile Breathing Air Compressor Trailer

Purpose of Use

The mobile breathing air compressor trailer is designed to support fire and emergency operations by providing a safe, reliable source of clean breathing air. Its primary purpose is to refill Self-Contained Breathing Apparatus (SCBA) cylinders used by firefighters during emergencies, training, extended incidents, and special operations. The trailer allows air refilling to occur on scene or at remote locations without reliance on fixed facilities, improving response readiness, operational efficiency, and firefighter safety.

General Description

The system is a self-contained, trailer-mounted unit that produces, stores, and dispenses high-pressure breathing air. It includes an air compressor, storage cylinders, monitoring equipment, and power systems, all integrated onto a towable trailer. The unit is designed for mobile use and can operate independently or connect to shore power when available.
