About this file
This is a salient characteristics document for an Optical Parametric Amplifier (OPA) High Power Ultra Short Pump Laser system being procured by the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground under solicitation W911QX-26-Q-A182. The document outlines the technical specifications and requirements for a single ultrafast laser pump source that the government intends to procure through a sole-source acquisition from Light Conversion, a specialized manufacturer of ultrafast laser systems. This is a commercial purchase conducted under Simplified Acquisition Threshold (SAT) procedures.
The procurement includes the laser equipment itself along with implementation support services to integrate and support the system. The solicitation references several accompanying documents including a Combination Synopsis-Solicitation for Commercial Purchases, the full solicitation provisions and clauses specific to Adelphi (Aberdeen Proving Ground), and an Availability of Funds Clause. Contractors responding to this opportunity should review the attached salient characteristics document for the specific technical parameters and performance requirements that the OPA pump laser system must meet, as these specifications form the basis for the government's justification to solicit from a single source.

The Transformation Decision Analysis Center (TDAC) has a requirement for a quantity (qty) of one (1) CARBIDE-80W-2mJ-2MHz Diode-Pumped Solid-State (DPSS) ultrafast laser to pump the ORPHEUS-MIR. The contract must provide the following:
· The laser pump must distinguish between maximum pulse energy and maximum average power, as these cannot generally be achieved simultaneously. The laser must provide pulse energies up to 2 millijoule (mJ) at reduced repetition rates and average output power up to 80 watts (W) at higher repetition rates, with performance consistent with manufacturer specifications.
· Compatibility must include mechanical, optical, electrical, firmware, and software integration with the Government-owned Light Conversion Orpheus-MIR optical parametric amplifier (OPA). The laser must provide the correct beam parameters (wavelength, pulse duration, polarization, beam diameter, pointing stability, timing, synchronization electronics, trigger interface, and mounting geometry) required to pump the existing Orpheus-MIR without modification. The laser and OPA must be factory-matched and aligned to ensure specified conversion efficiency, wavelength tuning, and long-term performance.
· The system must provide remote system monitoring of critical operating parameters including laser output power, repetition rate, pulse energy, operating status, interlock status, temperatures, cooling system status, fault conditions, and maintenance diagnostics through manufacturer software with Ethernet or equivalent network connectivity.
· The system must support externally and internally triggered single-shot operation. Single-shot pulses shall be initiated through software control and external hardware trigger inputs to allow synchronization with existing laboratory instrumentation, detectors, timing electronics, and data acquisition systems.
· The system must provide user-selectable pulse durations spanning approximately 190 Femtosecond (fs) to 20 Picosecond (ps) while maintaining stable operation. Pulse duration shall be adjustable through manufacturer-supported controls to optimize nonlinear frequency conversion, laser-matter interaction studies, and detector testing over varying temporal regimes.
· The laser output must produce a near fundamental transverse mode with a Gaussian spatial intensity distribution meeting a beam quality factor of M² ≤ 1.3 (or manufacturer specification), ensuring efficient coupling into the existing Orpheus-MIR nonlinear crystals and repeatable beam propagation characteristics.
· The laser must provide continuously selectable or user-programmable repetition rates from single-shot operation through at least 20 megahertz (MHz), allowing optimization of pulse energy, average power, nonlinear conversion efficiency, detector response characterization, and thermal loading during experiments.
· Compatibility is required to ensure safe operation with the Government-owned Light Conversion ORPHEUS-MIR optical parametric amplifier while preserving manufacturer-specified performance and preventing damage to existing Government-owned equipment.
· Must include on-site installation and training services.
· The contractor shall demonstrate successful operation of the laser with the Government-owned ORPHEUS-MIR system during installation and Government acceptance.
· Must include shipping and delivery to U.S. Army Research Laboratory, Shipping and Receiving, Bldg 1646, White Sands Missile Range, NM 88002. FOB Destination.
