About this file
This is a Salient Characteristics memorandum from the 56th Security Forces Squadron at Luke Air Force Base documenting minimum specifications for a solar-powered radar speed and variable message sign trailer to be procured by the 56th Contracting Squadron.
The identified brand solution is the Stalker Radar MC360 Message Trailer (4' x 8') with solar components, though "or equal" products meeting or exceeding all specifications will be considered technically acceptable. The equipment is required for traffic calming operations, security checkpoint notifications, and event management across the base. Key technical requirements include: a 4-foot height by 8-foot width full-matrix LED display capable of 18-inch character heights and 1,000-foot minimum viewing distance with MUTCD compliance; an integrated K-band or Ka-band Doppler radar system with 1,200-foot detection range, Certificate of Accuracy, and 40 MPH K-Band Tuning Fork for calibration; primary solar power via minimum 160-watt panels with rotating assembly; battery backup of minimum four 6-volt deep-cycle batteries supporting 21 days of continuous 24/7 operation without solar charging; a heavy-duty welded steel frame with powder-coat finish, four adjustable corner support jacks, single-axle trailer with road-legal tires, 2-inch ball hitch, heavy-duty safety chain, and lockable weather-resistant enclosure with trailer wheel lock; mast with 360-degree rotation and powered lift actuator; Platinum Grey (RAL 7036) finish; cellular modem and GPS with web-based or mobile application remote management and NTCIP-compliant control software (Street Dynamics Device Manager w/ Easy Analyst or equal); complete operator's manual kit on USB-C drive; and comprehensive manufacturer's warranty for minimum five years.

MEMORANDUM FOR 56TH CONTRACTING SQUADRON (56 CONS/PKB)
FROM: 56th Security Forces Squadron (56 SFS/RA)
SUBJECT: Salient Characteristics for Solar-Powered Radar Speed and Message Trailer
1. Purpose: This memorandum outlines the minimum salient characteristics required for a solar-powered combination radar speed feedback and variable message sign trailer. This equipment is necessary for traffic calming operations, security checkpoint notifications, and event management across Luke Air Force Base. The identified brand name that meets these requirements is the Stalker Radar MC360 Message Trailer (4' x 8') w/ solar and its associated components. An "or equal" product must meet or exceed all specifications listed below to be considered technically acceptable.
2. Essential Salient Characteristics:
a. Display Sign and Message Board:
* (1) Physical Dimensions: The electronic message display sign must have active display dimensions of approximately 4 feet (H) x 8 feet (W).
* (2) LED Display: Must be a full-matrix LED display capable of showing multiple lines of alphanumeric text, symbols, and graphics.
* (3) Character Height: Capable of displaying characters at a minimum of 18 inches in height for high visibility.
* (4) Visibility and Brightness: Must meet MUTCD (Manual on Uniform Traffic Control Devices) standards for legibility, with a minimum viewing distance of 1,000 feet. The LEDs must be high-intensity and automatically adjust brightness for day/night operations.
* (5) Message Capability: Must be able to display vehicle speed, pre-programmed messages (e.g., "SLOW DOWN"), and custom user-defined messages.
* (6) High Violator Alert System: Must include a high-speed violator alert consisting of, at minimum, two (2) multi-LED red and blue strobes that can be activated when a vehicle exceeds a user-set speed threshold.
b. Radar System:
* (1) Radar Type: Must include an integrated K-band or Ka-band Doppler radar system designed for accurate vehicle speed detection.
* (2) Detection Range: Must be capable of detecting and tracking vehicle speeds at a minimum distance of 1,200 feet.
* (3) Calibration and Certification: The system must be delivered with a Certificate of Accuracy for the speed sensor and include a 40 MPH K-Band Tuning Fork for field calibration verification.
c. Power System:
* (1) Primary Power: Must be fully solar-powered for autonomous operation.
* (2) Solar Panels: Equipped with high-output solar panels (minimum 160 watts total) mounted on a rotating assembly to allow for optimal positioning.
* (3) Battery System: Must include a bank of heavy-duty, deep-cycle batteries (minimum of four 6-volt batteries) to ensure continuous 24/7 operation for a minimum of 21 days without any solar charging
* (4) Power Management: Must include a smart solar charge controller to prevent battery overcharging and manage power distribution efficiently.
d. Trailer and Physical Construction:
* (1) Frame and Stability: Constructed with a heavy-duty, welded steel frame with a powder-coat finish. Must be equipped with a minimum of four (4) adjustable corner support jacks for leveling and a heavy-duty trailer wheel jack for mobility.
* (2) Portability: Must be a single-axle trailer with standard road-legal tires and lighting, a 2-inch ball hitch, and a heavy-duty safety chain.
* (3) Security: All control components and batteries must be housed in a lockable, weather-resistant enclosure. The unit must be delivered with a compatible trailer wheel lock to prevent theft.
* (4) Mast and Actuator: The display sign must be mounted on a mast with a 360-degree rotation capability and a powered lift actuator (e.g., 12V electric or hydraulic).
* (5) Color: The trailer and equipment housing must be finished in Platinum Grey (RAL 7036) or a technically equivalent color.
e. Control and Software:
* (1) Remote Management: Must be equipped with a cellular modem and GPS for remote programming, status monitoring, and location tracking via a web-based software interface or mobile application.
* (2) Software Functionality: The control software (e.g., Street Dynamics Device Manager w/ Easy Analyst or equal) must allow for easy message creation, scheduling, and management of radar settings. Must be NTCIP (National Transportation Communications for ITS Protocol) compliant.
f. Support and Warranty:
* (1) Documentation: Must include a complete operator's manual kit, provided on a modern physical medium such as a USB-C drive.
* (2) Warranty: The trailer and all integrated systems must be covered by a comprehensive manufacturer's warranty for a period of no less than five (5) years.

MEMORANDUM FOR ORG/SYMBOL [Office symbol for 2d Indorsement official]
1. Number each indorsement in sequence (1st Ind, 2d Ind, 3d Ind, …). Begin the first indorsement on the second line below the last element of the official memorandum. Begin subsequent indorsements on the second line below the last element of the previous indorsement.
Follow the indorsement number with your office symbol.
2. When inserting a new indorsement element (either on the same page or as a separate page), the numbering will need to be reset. This is accomplished by right-clicking the number on the list, then selecting “Restart at 1”.
3. Use a separate page indorsement when there isn’t space remaining on the original memorandum or previous indorsement page. The separate-page indorsement is basically the same as the one for the same page, except the top line always cites the indorsement number with the originator’s office, date, and subject of the original communication; the second line reflects the functional address symbol of the indorsing office with the date.
