Salient Characteristics for a Portable Storage Racks (Qty 30)
Project # 052-340 22 Jun 21
1. Thirty (30) Portable Storage Racks (Manufacturer: Bil-Jax) – Each storage rack shall be manufactured as outlined in Bil-Jax, Drawing #0110-239YW, dated 15 May 2015, and each rack shall meet the following minimum requirements:
a. Weldment for lifting (as shown on the identified drawing)
b. Two coats of powder coating paint
2. Non-Destructive (NDT) Testing shall be made on each rack. All the pallet sling brackets & the reinforcing gusset plate welds on each rack shall be tested. No load/proof testing is required. Required testing shall include:
a. Lifting Pallet Sling Brackets & Non-Destructive Test (NDT) of Load Bearing Lifting Brackets &
Gusset Plates Welds - The contractor shall perform these tests prior to shipping the equipment to the government. Each lifting bracket & the reinforcing gusset plate shall undergo Magnetic particle Testing (MT) of the load bearing welds.
b. The MT of attachment welds shall be per ASTM E709 with the acceptance criteria in Section 6.2 of Mil-Std-2035A, Class 3 or equivalent standard as approved by government, provided that the testing is performed by a certified third party and documentation of the satisfactory results is provided, prior to government acceptance.
3. Non-Destructive (NDT) Testing Report/ Certification. Concurrent with delivery of the system storage rack, the contractor shall provide a signed, written certification of compliance to the lifting pallet sling brackets and NDT testing requirements as outlined in paragraph 2 of this document. The Lifting Pallet Sling Brackets Certification statement shall include that all lifting pallet sling brackets & the reinforcing gusset plates have been designed in accordance with design criteria. The NDT report shall show the results of the Magnetic particle Testing (MT) of each load bearing weld of the pallet sling bracket & the reinforcing gusset plate(s) on each rack. Failure to provide this NDT certification report could result in rejection of the system storage rack(s), because of failure to comply with the terms of the contract. Two (2) copies of the report shall be provided. Each report shall be on 8 ½” x 11” paper.
3. Non-Destructive (NDT) Testing Report/ Certification Statement. Concurrent with delivery of the system storage rack, the contractor shall provide a signed, written certification of compliance, that each lifting pallet sling bracket & the reinforcing gusset plate (as a group or lot) meet NDT testing requirements as outlined in paragraph 2 of this document. The NDT Testing Report/ Certification Statement shall include that all lifting brackets & the reinforcing gusset plates have been properly designed in accordance with acceptable design criteria. The NDT Testing Report/Certification Statement shall state that all 120 (4 lifting points x 30 racks) lifting brackets & the reinforcing gusset plates (as a group or lot) have been tested and passed the MT inspection by a third party. Failure to provide this NDT Testing Report/ Certification Statement could result in rejection of the system storage rack(s), because of failure to comply with the terms of the contract. Two
(2) copies of the report shall be provided. Each report shall be on 8 ½” x 11” paper.
4. Warranty Statement - The warranty period shall be for one year. Supplies and services furnished shall be covered by warranty from defects in design, materials and workmanship. The warranty shall be the manufacturer’s standard commercial warranty, which shall conform to all the requirements of the contract.
Acceptance of the manufacturer’s standard commercial warranty shall not minimize the rights of the government under clauses in the contract, and in any conflict that arises between the terms and conditions of the contract and manufacturer’s warranty, the terms and conditions of the contract shall take precedence.
The warranty period shall commence from the date of acceptance. All warranty work shall be provided by a factory authorized distributer. Two (2) copies of the warranty statement shall be provided. The warranty statement shall be on 8 ½” x 11” paper.
