About this file
This document specifies salient characteristics for a brand-name-only handheld network test equipment procurement requirement for the Marine Corps. The Government requires the exact VIAVI Solutions T-BERD/MTS-5800 Series Test Instrument with no equivalent or "or equal" products accepted due to strict hardware and software compatibility requirements with existing Marine Corps test modules and mandatory integration with the proprietary VIAVI StrataSync fleet management system.
The required configuration consists of five specific VIAVI components: TB5800 Family Configurator (Part Number: TB5800-FAMILY3), TB5800-100G 1GE 10GE 100GE GAD Package (TB5800-GE-100GE-G), 40GE Test Option (C540GE), Dual-Port 100G or 40G Test Option (C5DUAL100G), QSFP+ 43G 40Gbase-LR4 OTU3 1310nm transceiver (CQSFP-43G-3-4), and QSFP28 LR4 100GE and OTU4 transceiver (CQSFP-112G-3-4-LR4). The system must feature a rugged, handheld, portable design with integrated 7-inch color multi-touch display, field-replaceable battery supporting minimum 1.5 hours of continuous dual-port 100GE testing, and operating temperature range of 0°C to +40°C. Required capabilities include native multi-protocol testing support for Ethernet (10/100/1000Mbps through 100GE), Optical Transport Network (OTU1-OTU4), SONET/SDH (OC-3 through OC-192), and Fibre Channel (1GFC through 32GFC); automated service activation testing (RFC 2544, ITU-T Y.1564, RFC 6349); synchronization testing for Synchronous Ethernet and Precision Time Protocol IEEE 1588v2 with nanosecond resolution; and GNSS/GPS receiver integration. The equipment must demonstrate 100% backward compatibility with legacy T-BERD 6000a and T-BERD 8000 series modules and native full integration with VIAVI StrataSync cloud platform including automated asset management, remote deployment of test configurations, automated test log uploads, and historical data correlation.

SALIENT CHARACTERISTICS FOR HANDHELD NETWORK TEST EQUIPMENT
Brand Name Only: VIAVI Solutions T-BERD/MTS-5800 Series Test Instrument (or exact specified configurations)
Due to strict hardware and software compatibility requirements with the Marine Corps' existing inventory of test modules and the mandatory utilization of the proprietary VIAVI StrataSync fleet management system, equivalent ("or equal") products will not be evaluated or accepted. Vendors must provide the exact brand-name manufacturer part numbers listed below.
1. Part Numbers and Configuration Requirements
The contractor shall supply a complete, integrated handheld testing package consisting of the following exact VIAVI Solutions components:
TB/MTS 5800 Family Configurator (Part Number: TB5800-FAMILY3)
1. TB5800-100G 1GE 10GE 100GE GAD Package - TAA (Part Number: TB5800-GE-
100GE-G) — Qty: 1 EA
2. 40GE Test Option (Part Number: C540GE) — Qty: 1 EA
3. Dual-Port 100G or 40G Test Option (Part Number: C5DUAL100G) — Qty: 1 EA
4. QSFP+ 43G 40Gbase-LR4 OTU3 1310nm 4L LC (Part Number: CQSFP-43G-3-4)
— Qty: 1 EA
5. QSFP28 LR4 100GE and OTU4 (Part Number: CQSFP-112G-3-4-LR4) — Qty: 1
EA
2. Physical and Environmental Characteristics
• Portability: Must be a rugged, handheld, portable form factor designed specifically for field use.
• Display: Must feature a integrated, color, multi-touch display of at least 7 inches.
• Power/Battery: Must be battery-operated utilizing a field-replaceable battery capable of sustaining a minimum of 1.5 hours of continuous, dual-port 100GE testing on a single charge.
• Operating Conditions: Must have an operating temperature range of at least 0°C to +40°C.
3. Multi-Protocol Testing Capabilities
The system must support native, independent testing of the following protocols and interfaces:
• Ethernet: 10/100/1000Mbps, 1GE, 10GE, 25GE, 40GE, 50GE, and 100GE.
• Optical Transport Network (OTN): OTU1, OTU2, OTU3, and OTU4 (including mapping and de-mapping of Ethernet client signals within the OTN structure).
• SONET/SDH: OC-3/STM-1 up to OC-192/STM-64.
• Fibre Channel: 1GFC, 2GFC, 4GFC, 8GFC, 10GFC, 16GFC, and 32GFC.
• Test Automation: Must feature automated, standards-compliant service activation testing equivalent to RFC 2544, ITU-T Y.1564 (SAMComplete), and line-rate TCP throughput testing equivalent to RFC 6349.
• Dual-Port Utility: Must support simultaneous and independent execution of two tests on separate ports at rates up to 100GE.
4. Synchronization Testing Capabilities
• Must support testing of Synchronous Ethernet (SyncE) according to ITU-T G.826x standards, including Generation/Analysis of Ethernet Synchronization Messaging Channel (ESMC) packets.
• Must support Precision Time Protocol (PTP) IEEE 1588v2 testing (including master/slave emulation, support for G.8265.1, G.8275.1, and G.8275.2 profiles, and Packet Delay Variation (PDV) / Time Error (TE) measurements with nanosecond resolution).
• Must have an integrated or modular option for a GNSS/GPS receiver to provide an accurate timing reference for one-way delay measurements in the field.
5. Ecosystem and Fleet Management Integration
• Hardware Backward Compatibility: The test unit must be 100% physically and functionally compatible with the Government's existing inventory of proprietary VIAVI test modules (specifically legacy T-BERD 6000a and T-BERD 8000 series modules) without requiring any third-party adapters or software emulators.
• Cloud Platform Integration: The test unit must natively and fully integrate with the Government's currently deployed VIAVI StrataSync cloud platform. This integration is mandatory and must support:
• Automated Asset Management: Automatic registration and tracking of software/firmware versions and installed options.
• Remote Deployment: Receiving and executing standardized test configurations and job templates pushed from the StrataSync "Job Manager."
• Automated Upload: Direct, automated uploading of all completed test logs and reports to the central StrataSync database.
• Historical Data: Native output matching the existing data schema to allow direct correlation with historical network performance data currently archived in StrataSync.
