About this file

This document outlines the salient characteristics for an Immersive Force-on-Force Training System being solicited by the 56th Contracting Squadron of the Department of the Air Force Air Education and Training Command. The Sources Sought notice (Solicitation Number FA488726Q0028) is issued for market research purposes to identify qualified vendors capable of supplying an immersive force-on-force training system. Interested firms must respond by Tuesday, June 25, 2026, at 1:00 pm EST via email to SSgt Aniyah Jackson at aniyah.jackson@us.af.mil, providing company information (name, address, phone number, CAGE code), business size classification (large or small business), applicable small business certifications (8(a), Service-Disabled Veteran Owned, HUBZone, etc.), and any comments or feedback on the requirement. The Government explicitly encourages early submission and offers the option to post vendor questions and responses publicly without disclosing the firm's identity.

This Sources Sought notice is intended for planning and market research purposes only and does not constitute an obligation for the Government to award a contract, issue a formal solicitation, or reimburse bid preparation costs. The responses will inform the Government's assessment of available sources and determination of whether a set-aside is appropriate for the final solicitation. The Government emphasizes transparency in the process to ensure all interested firms receive equal information access.

Salient Characteristics for an Immersive Force-on-Force Training System

1. This document outlines the minimum essential functional and physical characteristics required for a comprehensive force-on-force training system. The purpose of this document is to provide a basis for competitive procurement. All proposed solutions must be fully integrated, with each component designed to function as a cohesive system. The system must provide realistic, safe, and immediate feedback to trainees during simulated engagement scenarios.

2. To be considered for award, proposed products must meet or exceed the salient characteristics listed below. The specific quantities required for each item are detailed on the table below. All components must be compatible with each other.

Item

Description

Torso-Worn Sensory Feedback System Vest, Belt and Transmitter System

[40]
Must be a wearable vest that provides safe, localized sensory feedback (e.g., vibration or minor electrical stimulus) to indicate a simulated impact. It must have integrated sensors covering the front and back of the torso. The system should be adjustable to fit various body types and be constructed from durable materials suitable for rigorous training. Must include a belt-worn unit that houses the power source and master transmitter for the wearable vest and associated sensors. It must provide sufficient power for extended training scenarios (minimum 8 hours).
Side Panel Sensor Expansion
[40]
Optional or included panels that attach to the main torso unit to expand sensor coverage to the user's sides, ensuring 360-degree detection.
Headwear with Integrated Sensors
[40]
Must be a standard-style ball cap or similar headwear with integrated sensors to detect simulated impacts to the head.
Ruggedized Multi-Unit Transport Case
[5]
A ruggedized, hard-shell transport case with custom foam inserts. Must be capable of securely storing and transporting a minimum of 8 complete torso/vest units and their primary accessories.
Blank-Fire Laser Emitter Conversion Kit (Pistol)
[40]
A drop-in conversion kit for compact, striker-fired pistols (such as the Sig Sauer P320 series). The kit must allow the host weapon to safely fire blank cartridges and project a system-compatible laser upon firing for hit registration.
BLANK FIRE DUAL LASER KIT (INCLUDES PRE & CQT)
[40)
A comprehensive blank-fire laser emitter kit featuring dual-mode functionality. The system must include both Precision (PRE) and Close Quarters Training (CQT) capabilities to accommodate varying engagement distances and scenarios. It must be integrated safely with the host weapon, utilizing blank.
Simulated Gunshot Audio Device
[1]
A compact, deployable audio unit that produces realistic, high-volume gunshot sounds. Must be capable of being paired with other units for synchronized, multi-directional audio effects and include infrared (IR) shrouds for low-light signature discipline.
Blank-Fire Laser Emitter Conversion Kit (Rifle)
[40]
A conversion kit for M4/M16 pattern rifles. The kit must allow the host weapon to safely fire blank cartridges and project a system-compatible laser upon firing for hit registration. Must include a visually distinct magazine (e.g., blue) to prevent accidental loading of live ammunition.
Precision Laser Mount for Long Guns
[40]
A durable mounting solution that allows for the precise alignment and attachment of a laser emitter to a long gun/rifle platform.
Hand-Held Manual Laser Activator
[2]
A portable, hand-held device capable of manually activating the wearable sensors. This is for system checks, scenario control, and administrative functions.
USB Video Recording System
[2]
A simple, user-friendly USB camera system designed for capturing training scenarios for after-action review (AAR). Must be easy to set up and operate.
Multi-Port USB Charging Hub
[8]
A centralized charging station with a minimum of 10 USB ports to simultaneously charge multiple system components (e.g., belts, sensors, cameras).
9mm System-Compatible Blank Ammunition
[7]
Must be 9mm blank cartridges specifically designed and warranted for safe use with the provided pistol blank-fire conversion kits. Ammunition must be non-toxic (lead-free, tox-free) and packaged in bulk cases of approximately 1,000 rounds.
5.56mm System-Compatible Blank Ammunition
[7]
Must be 5.56mm blank cartridges specifically designed and warranted for safe use with the provided rifle blank-fire conversion kits. Ammunition must be non-toxic (lead-free, tox-free) and packaged in bulk cases of approximately 900 rounds.
Warranty Requirements
[1]
An extended warranty is required. The warranty must include parts and labor for an additional period of two (2) years beyond the original manufacturer's standard warranty. The contractor shall warrant all components against defects in workmanship and failure under normal usage. The extended warranty must cover the cost of return shipping to the customer. The customer shall be responsible for initial shipping costs to the contractor's facility, as well as any associated export/import fees, taxes, Customs fees, tariffs, and insurance.

3. This list establishes the minimum acceptable specifications for a fully functional training system. All proposed solutions must meet or exceed these characteristics to be considered for bidding.
