About this file

This is a Salient Characteristics Commercial Availability Certification document for a federal procurement by the Advanced Photonics, Electronics, Quantum Sciences (APEQS) Division at the Army Research Laboratory (ARL). The document certifies that all specified salient characteristics are commercially available and establishes the minimum technical requirements for a four-channel real-time sampling oscilloscope.

The oscilloscope must meet the following specifications: a 12-bit acquisition architecture providing high-resolution measurements across all four analog input channels; field-upgradable bandwidth supporting configurations of 1, 2.5, 4, 6, 8, or 10 GHz with license-key upgrades requiring no hardware changes; a sampling rate of 25 gigasamples per second (GS/s) simultaneously on all four channels; native simultaneous time-domain and frequency-domain analysis capabilities with independent control settings for each channel; and mixed-signal expandability allowing each analog channel to support logic-probe attachment that converts it into eight digital logic inputs with individually adjustable thresholds ranging from -40V to +40V per digital line. The certification was signed by Sang-Yeon Cho and is associated with Army Materiel Command's Army Contracting Command at Aberdeen Proving Ground under Solicitation Number W911QX-26-Q-A106, which is a 100% small business set-aside for one unit of the specified equipment.

The Advanced Photonics, Electronics, Quantum Sciences (APEQS) Division at the Army Research Laboratory (ARL) requires one four-channel real-time sampling oscilloscope with the following minimum salient characteristics:

1. 12‑bit acquisition architecture — Provides high‑resolution measurements across all four (4) analog input channels.

2. Field‑upgradable bandwidth — Supports bandwidth configurations of one (1), two and a half (2.5), four (4), six (6), eight (8), or ten (10) gigahertz (GHz), with the ability to upgrade at any time through a license key without hardware changes.

3. 25 gigasamples per second (GS/s) sampling rate on all channels — Delivers full‑rate 25 GS/s simultaneously on all four (4) analog channels for maximum fidelity.

4. Simultaneous time‑ and frequency‑domain analysis — The instrument must natively display a channel’s time‑domain waveform and its frequency‑domain spectrum at the same time, with independent control of time‑domain and spectrum‑analysis settings for each channel.

5. Mixed‑signal expandability — Each analog channel must support logic‑probe attachment that converts the channel into eight (8) digital logic inputs, with individually adjustable high/low thresholds ranging from negative (–) 40 volts (V) to positive (+) 40 V per digital line.
