About this file
This document is a sources sought notice for an Expeditionary Deployable Oxygen Concentration System (EDOCS) issued by the 378th Expeditionary Contracting Squadron (378 ECONS). The notice outlines the salient characteristics required for the EDOCS, including power, oxygen purity, pressure output, backup capability, and current system capabilities. The 378 ECONS is seeking information on vendors capable of providing an EDOCS system that meets the listed requirements. Interested parties are requested to submit information on their ability to meet the requirements by 1:00 PM on June 17, 2024 (UTC +0300) to A1C Collins. A question and answer section will be posted publicly. This sources sought notice is for informational and planning purposes only and is not a request for proposal or a commitment to issue a solicitation or award a contract.

Salient Characteristics
The Expeditionary Deployable Oxygen System shall utilize and be compatible with the existing:
a) 208V, 3Phase, 60Hz, 65Amp. Power outlets currently in place.
b) Impurities: Oxygen purity USP 93%O2 purity ±3% O2.
c) Pressure Output: Low Pressure port: 120 lpm @ 85psig; High Pressure Port: 2250 psig.
d) 2 hours on-board oxygen backup capability.
Current EDOC System Capabilities:
e) • Oxygen Production: 120 LPM minimum flow at USP 93% (+/-3%)
f) • Two low-pressure supply connections serve the low-pressure hospital distribution systemat
80 PSI.
g) • 2 each On-Board High-pressure RIX compressors providing 2,250 psi @ 60 LPM each for cylinder refill.
h) • Four "M" sized cylinders (3,540 liters of oxygen at 2,250 psi per cylinder) mounted within the EDOCS frame provide a 2 hour back-up storage capacity in the event of equipment or power failure.
i) • Power: 208-240 VAC, 3 Phase 50/60 Hz @ 47 Amps Avg. (60 Amp Peak)
j) Cylinder Filling Operations:
k) • Oxygen cylinder filling is available from an EDOCS at a maximum rate of 60 LPM at a pressure of 2,250 psi from each of the two High Pressure Compressors; filling rate can be up to 120 Liters per Minute.
l) • A built-in charging station is available to refill four "D" or "E" sized cylinders simultaneously.
m) • An on-board vacuum pump is available to evacuate the cylinder from atmospheric pressure to 27 in. Hg of vacuum is provided so that any contaminants are removed prior to refilling with oxygen.
n) • Capability exists to fill any sized cylinder with the correct fill adapter. The EDOCS is the answer to providing oxygen to forward deployed hospital locations. It is easy to operate, exceptionally reliable due to the simplicity of the design, compact, lightweight, and adaptable to meet any situation.
o) Current EDOCS System – P/N: 793980-001, NSN: 6515-01-671-4127, The Expeditionary Deployable Oxygen Concentration System (EDOCS)-120B-22 can be dual-purposed to provide Supplemental oxygen to a fixed-based hospital or a deployable hospital system. This unit can also be utilized as a cylinder filling only unit.
p) • Power and frequency capability for use in global environments
q) • Built-in air circulation/filtration capability
r) • Redesigned scroll compressor seal for increased reliability
s) • O2 output: 120 LPM to meet a 24-hour surge demand
t) • Complete inventory of spare and repair kits as optional purchased items.
u) All EDOCS units are completely contained within a rugged aluminum structural frame. The uncrated enclosure measures 42" wide by 67" high by 104" long (170 cubic feet) and the EDOCS-120B-22 weighs approximately 3,800 pounds. The case is fitted with forklift slots on the bottom for ground handling. Forklift slots are also provided on the top so that the unit may be loaded over the side of a trailer or truck. A lifting ring is provided at each corner to allow the unit to be sling loaded under a helicopter. Two EDOCS units can be loaded on one 463-L standard aircraft pallet for transport. One EDOCS will support a typical forward deployed medical field hospital in a remote location.
